Professional Development (1) Multiple PD Opportunities Principles of planning – for different needs • Areas of professional knowledge • Ways adults learn • structured learning • organisational learning • personal learning & reflections • Modes: programmes, workshops, on-site support, web-courses, learning communities

  3. Professional Development (2) Target Participants: • School leaders (principals, vice-principals, supervisors, NSS coordinator) • Panel chairman • Serving teachers • Career guidance and counseling teachers • Librarians • Others (new teachers, pre-service teachers)

Professional Development (3) 334 workshops for School Leaders (principals/vice-principals, supervisors, curriculum coordinators) to start in October 2005 (with pilot runs in July/August): • vision building & positioning the school in “3+3+4” • curriculum planning & development • human resource enhancement • funding & budgeting plan • managing change in schools

Professional Development (4) PD Programmes for Teachers • PDP with other institutions focussing on • NSS subjects (35-100 hrs) - Understanding & Interpreting the Curriculum# (core) - Assessing Student Learning# (core) - Learning &Teaching Strategies - Enriching Knowledge • Other learning experiences • COS • Student counselling & career guidance

Professional Development (5) Schedule:Sep 2005 – Aug 2008 • Understanding & interpreting the curriculum (2005 - 2007) • Assessing Student Learning Assessment literacy (2005/06 onwards) SBA (HKEAA) (2007 – 2011) SRA (HKEAA) (2008 – 2010) • Learning & teaching Strategies (2006 onwards) • Enriching knowledge (2005 – 2008) • Career-oriented curriculum (2006 onwards) • Career-guidance & counseling (2007 – 2008)

  7. Professional Development (6) To complement PD programmes : • Language Support team • University-School Support Programmes (USP) • Principal Support Network (PSN) • Professional Development Schools (PDS) in specific areas • School Support Partners (SSP)

Textbooks, Learning & Teaching Resources • A multi-stage textbook review process - to provide more frequent feedback to writers or publishers - to identify problems/potential problems earlier in the whole development process • A wide range of resources developed by EMB through commissioning or textbook incentive schemes

  9. Provision of School Places • No need to build new schools • Provide additional classrooms on a case-by-case basis • Adopt 40 pupils per class as planning basis • Review existing JSEA System

Class Structures • Different class structures • Discuss with individual school on appropriate class structure • Ordinary Sec Sch and SSS may need to transform mode of operation • Approve S1 to S4 classes according to established policy • Number of SS3 classes is equal to number of SS2 classes of preceding year

  12. Other related teacher entitlement • Provide additional teachers of Top-up 2 according to schools’ need • Streamline resources for SBRSP, SBCTS and IE in term of cash grant on per student basis

  13. Arrangement for Decimal Entitlement • May keep decimal entitlement and calculate as GM post • May opt cash grant calculated according to GM mid-point salary for the fractional post • No counting towards promotion posts and graduate and non-graduate ratio

  14. Graduate (G) and Non-graduate (NG)Teachers Ratio Overall G to NG ratio to be worked out by averaging G to NG posts under - • Existing teacher-to-class ratios • No. of teachers subsumed under top-up provisions of Proposal A • Expanded G posts provided under Policy Address 1993

  15. Laboratory Technicians (LTs) & Workshop Teachers (WTs) • Review roles, duties and qualifications of LTs & WTs under the new curriculum • Need to extend roles and duties, develop professionalism to support students’ learning

Proposed Grants (1) To be provided from 2005/06 school year up to 2008/09 • Teacher Professional Preparation Grant • Non-recurrent cash grant • Average amount equivalent to the mid-point salary of an additional GM for 4 years • Separate One-off Grant • Procure necessary learning/ teaching materials & F/E items

Proposed Grants (2) To be provided from 2009/10 school year - • Senior Secondary Curriculum Support Grant • Provide recurrent cash grant equivalent to 0.1 teacher per SS class • Calculate on basis of GM mid point • Offset grant by surplus teachers during transitional years, until natural turnover brings school’s establishment within the normal provision • Recruit teachers or teaching assistants, buy services or learning & teaching materials to facilitate the implementation of the NSS curriculum, including Liberal Studies

  18. Proposed Grants (3) • Diversity Learning Grant (begin in Sep 2009) • Encourage schools to operate courses of diversified curriculum • Need to submit a 3-year plan on application • May cover the following courses / programmes - • Career-oriented Studies • Other languages • NSS subjects with low enrolment • Students with SEN in ordinary schools • Programmes for gifted students

  19. COS Trialing • Non-recurrent resources proposed to support the trial of the processes and ambits of examples of COS including COC

Transitional Arrangement Teaching Entitlement • Allow a 5-year transitional period to resolve staffing arrangement • May commence the transitional period within Sept 2007 to Sept 2011 for 5 years Review Legislation • Review and amend if necessary the Education Ordinance, Rules and Regulations and Codes of Aid to facilitate the implementation of NSS
