  5. KHARIF ASSESMENT • Overall performance of Kharifcrops is generally satisfactory. • Main crops are Rice and Maize. • No report of Drought in the State except in two districts which apparently has no significant effect on crop yield • Deficient rainfall during early weeks of transplanting has ameliorate with onset of rainfall from August onwards • Actual extent of damage crops is being estimated. • .

RABI PROSPECTS • Prospects of Rabi crops are generally satisfactory • State is targeting to increase spring rice/boro paddy with irrigation facility. • Increased productivity is also aimed by adoption of improved packages of practices. • State is making an effort to increase in area under hybrids.

  7. Many farmers are switching from wheat to spring paddy cultivation • Rabi maize is good prospect in the State. • Rape and Mustard is an important oilseeds.

  8. NATIONAL FOOD SECURITY MISSION ( 2007-08 to 2011-2012 ) • The State of Meghalaya is not included among the 16 States of the country for implementation of NFSM – Rice, NFSM – Wheat & NFSM - Pulses

  9. RASHTRIYA KRISHI VIKAS YOJANA ( RKVY ) • During initial year ( 2007-08 ), entire GOI releases ( Rs 5.67 Crs ) were utilized to increase spring paddy prodn. covering 900 ha. through ensuring water availability in dry months and focus on horticulture • Preparation of C-DAPs completed for all 7 districts and SAP prepn. under process • During 2008-09, GOI releases was allocated to Animal Husbandry & Veterinary ( Rs 5.78 Crs ) and Fisheries Sector ( Rs 0.99 Crs ) out of total ACA allocation of Rs 13.53 Crs. • For 2009-2010, ACA allocation = Rs 24.68 Crs. and SLSC ( Sept. 2, 2009 ) approved projects for AH & Vety. (Rs 8.34 Crs) ; Fisheries (Rs 1.51 Crs); Agriculture (Rs 6.18 Crs); Horticulture (Rs3.20 Crs); Soil & Water Conservation (Rs 5.20 Crs); 1% Admv cost to Nodal Agency (Rs 0.25 Crs). GOI releases till date = Rs 6.17 Crs. ( 2.49 in July & 3.68 in September )

  14. STRENGTHENING EXTENSION MACHINERY AT STATE LEVEL • Extn. mechanism through grassroot level workers – Extn. Officers, Gram sevaks, Agril. demonstrators at CD block, Agril. circles, Sub-divisional & District levels • Extn. support through Farmers Trg. Centres, KVKs, BATC, Information wing • 5 KVKs established in the State & for remaining two districts under process • Preparation of SREP under ATMA completed for 3 districts and in 4 districts under progress

SEEDS • Availability of certified seeds during Kharif 2009 ( 9059 qtls ) procured from dealers appointed by Seed producing agencies was satisfactory • For Rabi 2009-10, 5401 qtls required & arrangement being made with NSC and other state seed producing agencies. • Though seed availability not much of a problem, action being taken on preparation of detailed State Seed Plan in case of emergencies. • To upgrade quality of farmer-saved seed, seed treatment is being popularized among the farmers. • For certification of seeds through seed village concept, assistance of Assam Seed Certifying Agency & setting up of own Seed Certifying Agency under process • To upgrade the quality control mechanism, the State is yet to establish a quality control laboratory • To enforce seed quality regulations, regular seed sampling is taken up to discourage sale and use of spurious seeds

  16. MICRO IRRIGATION • The Centrally Sponsored Scheme on Micro Irrigation (MI) was launched during the X Plan in January, 2006 and is continuing during the XI Plan period not implemented in the State. • MI system is implemented under the TMNE Scheme through installation of drip and sprinkler irrigation systems. • Mini irrigation implemented through RKVY Scheme. Can it be brought under CSS – MI Scheme through convergence ?

  17. FERTILIZERS & INM • Availability of fertilizers during Kharif 2009 not very encouraging as fertilizer nutrient consumption dropped to 14 Kg/ha only due to shortage of fertilizers during 2008-09 • During Rabi 2009-10, State requires Urea (3990 MT), DAP (1900 MT), SSP (4200 MT), MOP (450 MT) & AS (20 MT) • Complaints of spurious fertilizers are sparse but random sampling of fertilizers supplied for agril. purposes are taken up by the Dept. • The State has no fertilizer quality control lab. but samples are being sent to RFCL, Kalyani for analysis • Organic farming in the State is by tradition & it is encouraged on “Crop-specific & location-specific” basis.

  18. BEST PRACTICES ADOPTED BY STATE • Training of Educated Rural Youth for Self-employment through Farm-based activities • Bamboo Drip Irrigation • Adoption of eco-friendly plant protection approach through IPM with improving ITK
