  2. Why are you sitting through this presentation? DoD, SECNAV, BUMED and our Skipper want you here. What’s the big deal? Fraud, waste and abuse in the US Navy costs $$$$ billions, ends careers, and kills people. WHY Unclassified

  3. WHAT • Fraud • Willful means of taking or attempting to take unfair advantage of the government. • Bottom Line: Fraud is lying. It is deliberate. • Includes: • Payment or acceptance of bribes or gratuities • Making of false statements, submission of false claims • Falsification of records or accounts • Adulteration or substitution of material • Arrangements for secret profits, kickbacks, or commissions Unclassified

  4. WHAT • Waste • Careless or extravagant expenditures • Unnecessary expenses • Mismanagement of resources • Almost always a result of poor management decisions and practices or poor accounting controls Unclassified

WHAT • Abuse • Bottom line: Very close to fraud; often not prosecuted as such. • Most often involves exploiting “loopholes” in policies and procedures for personal benefit. • Includes: • Misuse or destruction of resources • Using power of position inappropriately • Any other seriously improper practice that cannot be prosecuted as fraud Unclassified

  6. HOW • An employee attends a training conference in Orlando FL. (Acceptable) • The employee chooses Orlando even though the same conference will be held in Naples and the travel costs will be cheaper. (Waste) • The employee stays at expensive resort instead of less expensive conference hotel. (Abuse) • The employee submits multiple travel reimbursement requests for the trip, or receives reimbursement for services not utilized during travel. (Fraud) Unclassified
