Sector Cultures Key Global Driver Though we recognise two cultural models in the Hearing Impaired and Deaf sector (medical-disability model and the cultural-linguistic model), through the CRPD, the UNCRPD Committee is seeking a global cultural shift to the recognition that all Human Rights apply to all people with all disabilities all of the time. Global Snapshots… • The 132nd Session of the WHO Executive Board drafted a resolution on disabilities that is being considered at the World Health Assembly sixty-sixth session (20 to 28 May 2013) The resolution calls on the Secretary General of WHO and States to take a number of actions and envisages a comprehensive action plan on disability to be submitted to the WHA’s 67th session (May 2014). page three

Global Snapshots cont. • The OHCHR and ILO report on employment of people with disabilities is available on the OHCHR website • The World Report on Disabilities, where it was declared that 50% of hearing loss is preventable, has now been launched in 47 countries • WHO has launched a human rights toolkit – enabling WHO staff to operate from the perspective of Human Rights

UNICEF Presentation – Children with Disabilities • Globally, at least 93,000,000 children are disabled • UNICEF is reframing disabilities in terms of Human Rights • UNICEF State of the World Report, focusing on children with disabilities, will be released in May 2013 • UNICEF are releasing their inclusive education website in a couple of weeks time and believe the entry point for change is the school.   8. UNCRPD Disability Definition There is a restriction of participation due to an interaction between a personwith an impairment and barriers. However, the definition can be contextually challenging…but the general consensus is that it lasts longer than six months and barriers need recognition and addressing with reasonable accommodation.

  9. UNCRPD Compliance Advocacy The historical advocacy speeches used by NGO’s are not working. The fiscal squeeze is affecting disability sector funding worldwide and our mission is to create a new directive/narrative around economics and disability. The implementation of the CRPD needs social innovation and civil society working together. For this to happen, there is a need for rights to be combined with resources; public policy; acceptable level of governance and social integration.

State Compliance with the UNCRPD • State Parties who have signed the CRPD are required to implement the CRPD by ensuring: • their national laws are compliant with the CRPD, do not discriminate or do harm • all State machinery and public services do not discriminate or do harm • States are required to adopt all appropriate legislative, administrative, and other measures for the implementation of the Rights recognized. • The CRPD Committee deliberates on when a State is: • flagrantly working in opposition to the CRPD • not doing enough to achieve compliance with the • CRPD. UNCRPD

  11. How do we identify good State compliance with the CRPD? Is there a positive change in life outcomes? Are there rules and systems in place to deliver compliant services e.g. laws and policies? What are the laws that have been amended to ensure compliance? What are the resources that have been allocated? Are stakeholders willing and have the capacity to participate in service delivery assessments?

  12. CRPD Introduction Challenges The CRPD may be the most complex and comprehensive Human Rights Convention. How do we ensure it applies to the urban poor; rural people; women and girls with disabilities? The CRPD applies to all, there are no preferences applied.It is dangerous for any State to claim CRPD compliance as they will invariably not be, it is more that it does not go against the CRPD. The CPRD is not implemented the same in each country as each country has their own laws, policies, resources and interactions between State and community. Solution Closer collaboration between DPO’s/NGO’s and at international level, with disability and development organisations.
