PURPOSE: To provide a common understanding of, and to elicit discussion on: The LandWarNet/ Battle Command Capability Set Development Strategy Alignment to the ARFOGEN process Challenges to implementing the strategy. Provide an Operational Framework from whichLandWarNet and Battle Command Concepts, Programs, and ServicesCan be Nested, Understood, and Prioritized.

    3. Why Capability Set Management? Issued by VCSA and AAE 4 Dec ’07 @ C4ISR Summit II… Transform Generating Force processes to an aggregate System of Systems construct and an enabling management process to effect the next PPBE cycle (target OCT 08).

Approach: Incrementally develop BCT network capabilities within the context of “One Army Network” through Capability Set framework Concept: Incremental development will build upon existing baseline: Leveraging network related lessons learned from current fight Rework radio strategy - maximize reuse of GWOT/OCO procured radio systems. Reduce near term operational risk by taking advantage of mature commercial technologies. Deliver relevant, affordable and interoperable capability sets within Army Force Generation Process – that will: Establish common Battle Command environment Extend the Network to the Soldier Disseminate Intelligence, Surveillance and Reconnaissance (ISR) capabilities to the squad Insert mature technology only when there is a significant operational gain
