Regional Importance of the Afghan Capital Kabul • Located at the cross road of East-West • and North-South trading corridors • Surrounded by largest and fastest-growing economies of the world • Great opportunities: Energy of Central Asia, Minerals of Afghanistan, Markets of South Asia and Ports of Indian • Ocean and Persian Gulf Central Asia $ Far East Middle East • Kabul at the heart of the region, with great potential to turn into a business hub for all South Asia $

Need for a New City • Post 2002 geo-political dynamics, business • opportunities, rapid urban population • growth, high unemployment, lack of sufficient Infrastructure • In 2006, the Independent Board for • Kabul New City Development was • established • Preliminary Master plan for • new city was developed by • French private Sector; • Finalized Master plan for • Kabul Metropolitan Area was • developed in coop. with • Japan Gov. and was • endorsed by Afghan • Cabinet in 2009.

KNC Master Plan • Short term: 0.4M, 80000 HUs, over five • years, • Mid term: 1.5M, 250000 HU, over 15 • years • Long-term: 3M, 500000 HU, over 30 • years • Generates 500000 permanent new • jobs by 2025, in agriculture, • industry and other sectors • The Sub-centers include • modern administrative, • residential, • commercial and industrial • zones, with advanced • public Facilities & a • central park

  9. Development Process • Phase 1 ( to be developed by 2015), includes : 1. 80000 HU for 400000 people. Structure Plan is complete, Parcels 1&2 to be awarded soon. Development of 1/3 of Commercial Agriculture Zone in Barikab Developing main infrastructure e.g. Water, Artery Rds & Power 4. Development Process • Parcel-1 • Parcel1, Phase1: 6400 HU, with commercial and possible light industrial • 29 Companies expressed their interest for development of Parcel – 1 • The Request for Proposal (RFP) was prepared in • compliance with national • and international practices. • The RFP for Development of Parcel-1 is issued. The deadline for submission of proposals is 31st July, 2012

One-stop Shop • DCDA as a single regulator and management • authority, supervises the project, clears and • acquires land, builds infrastructure, • launches procurement for different • parts of land development • Private sector (national, regional • & international) engages in • land development through • leases, sales, PPP, … • arrangements • DCDA to create a pro • business environment with • legislations favorable to • private investors • Private investors and developers deal with DCDA as one-stop shop
