  2. Yucaipa Energy Independence Program • AB 811 signed into law on July 21, 2008 • Enables Property Owners to make responsible and affordable energy improvements to existing structures • Provide unique financing and repayment vehicle to the Property Owner to fund Improvements

Yucaipa EIP - Background • City enters into agreement with Property Owner to fund energy improvements to existing residential and commercial property • Property Owner agrees to a contractual assessment on property tax bill for either 10, 15 or 20 years • Criteria for Loan Approval: • Current on property taxes • Current on mortgage • Improvements are limited to 10% of assessed value of property • Property secures the loan and the loan stays with property • Initial program loans carry 7% interest rate

Yucaipa EIP Process • An Application is filled out by Property Owner listing proposed improvements • Preliminary field assessment is made of proposed improvements • Application is approved if improvements qualify and loan criteria are met • City Staff reviews and gives approval of project • Assessment Contract between Property Owner and City is signed • Improvements are made by Property Owner/Contractor • Funds Released to Property Owner • Lien/Assessment placed on parcel by City Staff
