Opportunity for Energy Independence The time is now for a new strategy: For the first time in nearly two decades, as a nation we are importing less foreign oil than we’re producing here at home – and using less overall. “The fossil fuel deposits in California are incredible.” Governor Jerry Brown

  3. California Energy Production Today • Safe oil production has been occurring in CA for decades • CA is 3rd largest oil producer in US at 580,000 barrels per day • 75% of CA oil is produced in the SJV, 70% in Kern County • Approx. 40% of oil used in California is produced here, import rest

  4. Benefits of Oil Production in SJV TODAY: • 52,271 jobs and $4.08 billion in annual income • $23.6 billion in business sales • $365 million in sales taxes; $386 million in property taxes • Kern County’s petroleum industry contributes 20% of the county’s GDP

  5. More Opportunity Exists . . . • 15.4 billion barrels of oil trapped in the pores of shale rocks in the San Joaquin Valley • 1750 square mile area represents 2/3rds of U.S. shale resources

With Additional Benefits If the San Joaquin Valley Can Unlock the Monterey Shale Reserves in the Future: • Up to 195,000 new jobs • $22 billion in personal income gains • $6.7 billion in additional revenue for state and local governments, giving Boards of Supervisors opportunity to provide enhanced services to public

Local Land Use Policies Can Support Energy Development • SB 4 (2013) enacted strictest regulations in nation: • Statewide CEQA review • Independent scientific study • New permitting process • Neighbor notifications • Disclosures • Well integrity testing before & after • Groundwater monitoring • Policymakers can ensure local land use policies allow for responsible energy development • Draw from SB 4 information for updates to general plans
