  1. Management of the EGI organisation, Policy and Strategy Development, Representation in Europe, Role of IndustryEGI WorkshopROME, 13-14 March2008 Klaus Ullmann - DFN -

  2. This presentation is a summary of contributions from: • Fotis Karayannis (GRNET) • Antonio Candiello (INFN) • Diana Cresti (INFN) • Klaus Ullmann (DFN) • Michael Wilson (STFC) • What is presented here is clearly a draft for discussion. It is based upon a number of assumptions, which will be explained next. Feedback on this proposal, not only from the NGIs and experts, but also from the application communities that they support, is clearly required and is actively solicited.

  3. Contents • EGI Management and its Environment • Management Structure • Finance Structure • Policy and Strategy Development • Representation in Europe (ESFRI, eIRG) • Role of Industry • Summary of Efforts for the Management Function

  4. EGI Management and its Environment Membership: NGIs, ass. members EGI Council: Governing body of EGI Political environment: eIRG, ESFRI, EU... External Relations EGI Organisation Management: Director + staff + Heads of Units (CTO, COO, CAO) Other Ext. Relations: Media, ... 6. EGI Finances (1) • The EGI organisation has three major and separate cost centres: (1) general central services, (2) service provisioning and (3) developments • (1) will be funded through contributions, (2) will be funded through service charges (3) will be funded through project grants. • There are in general no cross-subsidies possible between these cost centres.

  7. EGI Finances (2) • To build services may need some capital. This item will be taken up after the workshop. It needs some more considerations about the operational environment.

  8. Policy Development (1) • EGI must develop policies concerning a wide range of actors stating how EGI will operate with actors and how EGI and the actors will interact. Actors are for example: • EGI Council members – mainly NGI representatives • EGI staff etc… • Resource centres as suppliers to the EGI • Users – fair usage policy • Security organisations (for example EUGridPMA) • VOs as entities in the EGI resource management process • Networks over which the EGI operates • European e-infrastructure bodies such as e-IRG • European facilities which require a common e-infrastructure such as ESFRI, Eiroforum…

  9. Policy Development (2) • Policies can be taken from EGEE, drafted during EGI-DS • Once policies are established they can be updated in normal operations on a regular basis • Policies need to be ratified by the EGI Council (AB during EGI-DS). • Lobbying and involvement in external policy bodies (JSPG, EUGridPMA, e-IRG, ESFRI) • Funding: 1 FTE (to be allocated to the Director)

  10. Representation of European Grid efforts, eIRG, ESFRI...(1) • Function is required in order to be represented at different fora and enter into dialogue with corresponding entities in other continents or other groups • Natural function for EGI

  11. Representation of European Grid efforts, eIRG, ESFRI...(2) • (a) Represent European Grid community in global/intern. grid fora: • Constitute an interface to other major efforts (US, APAN) • Shape international strategies • Work on common standardisation efforts (e.g. similar to GIN – Grid Interoperability Now) • (b) Maintain links with other major stakeholders such as eIRG: • EGI should liaise with other major stakeholders such as the research networking community (GEANT/NRENs), the Supercomputing community (DEISA/PRACE), as well as with major infrastructure projects (eIRG), regional, application and support ones. • (c) Establish links with ESFRI: • liaise with ESFRI, with the aim of promoting the EGI infrastructure by ESFRI

  12. Representation of European Grid efforts, eIRG, ESFRI...(3) • Funding: 2 FTE (to be allocated to the Director)

  13. Role of Industry(1) • Two roles: • Key point:as resource, software or service provider EGI long-term sustainability requires a persistent activity towards industry participation Contracts, Legal & Licensing model support Input: current license models, legal & OS, EGI vision Output: grid-compatible license models, standard contracts for grid providers, users & VOs, legal & OS guidelines (b) as test/research partner or VO member (user) • Critical points: • Role (a): multiple OS support necessary for EGI • Complexity, variety & low interoperability of current mw stacks could intimidate industrial partners (role (b)) • Business model for role (b) unclear

  14. Role of Industry(2) • Funding: 1 FTE • It is necessary that EGI has one legally experienced person in the administration group for handling licence problems and contracts • Technical contacts to industry have to be pursued by people working (and allocated) in the development group(s)

  15. 3 FTEs paDirector and assisting functions: (1 FTE Director, 2 FTEs secretaries) 1 FTE papolicy development 2 FTE parepresentation on European level 1 FTE pa Research & Development: CTO 1 FTE pa Operations: COO 4 FTE paAdm. & PR (1 FTE CAO, 2 FTEs administrative clerks, legal expert 1FTE) Total: 12 FTEs pa for Management et al.
