  3. About Project Transfer • Formed in April 2006 • Aim: Improve Procedures for Journals Transferring Between Publishers • Contributions from Librarians, Publishers and Agents/Intermediaries and Aggregators SSP 6-8 June 2007

The story so far… • Formed a Working Group & Advisory Board • Held quarterly meetings throughout 2006 • Brainstormed all issues surrounding journal transfers • Drafted our Aims and Scope • Outlined our roadmap for a three phased approach • Launched our logo and website • Released the Transfer ‘Code of Conduct’ SSP 6-8 June 2007

Phase 1: Code of Conduct • Extensive drafting and consultation over a 3 month period • Launched on 16 April 2007 at UKSG Annual Conference • Aim: to achieve a commitment from all publishers to support the work of Transfer and to improve publishers’ internal systems and processes, in order to ensure that end-users and librarians enjoy continued access to electronic content • Still some final refining to take place SSP 6-8 June 2007

Principles of the Code of Conduct 1 To ensure that customers and end-users do not lose access to content they subscribe and pay for: HOW? • Continued access on the transferring publisher AND receiving publisher website for minimum 6 months • Receiving publisher gives free access to all for one month after the effective transfer date SSP 6-8 June 2007

Principles of the Code of Conduct 2 To recommend the free & timely handover of subscriber lists from the transferring to the receiving publisher HOW? • By clarifying subscriber types: subscribers, consortia subscribers, those with access • Recommending a standardized presentation of subscription data SSP 6-8 June 2007

Principles of the Code of Conduct 3 Ensure communication to customers is effective and timely HOW? • Referring URL’s or links between the two publishers websites • Informing customers of transfers in good time: Transfer recommends three months notice • Following CrossRef DOI name ownership protocols SSP 6-8 June 2007

Future Direction Phase 2: Auditing compliance to the code • Compliancy measured from 1st Jan 2008 • How to assess compliancy? • Publisher level? • Journal level? • Ongoing monitoring of compliancy Phase 3: Transfer web service • An online resource which tracks and lists journal transfer data • Funding model: sponsorship/advertising • Timeframe: RFP September 2007 SSP 6-8 June 2007

Why is Transfer important? • For Publishers, libraries and societies • Ensures consistent access to users • Shows that commercial publishers can collaborate • Helps to show that online journals are a robust and sustainable format • Less fuel for the fire of open access advocates • Improves renewal period and processes for all concerned SSP 6-8 June 2007
