A national consultation is underway on new patient rights within the NHS Constitution for England The consultation proposes new patient rights to: treatment within a maximum of 18 weeks from a GP referral and to be seen by a cancer specialist within 2 weeks from a GP referral, or where this is not possible, for the NHS to take reasonable steps to offer a range of alternative providers; and NHS Health Checks for those aged 40 to 74 to assess their risk of heart disease, stroke, diabetes and kidney disease Views are welcome by 5 February 2010 to NHSConstitution@dh.gsi.gov.uk NHS Constitution for England

  3. Up to 10% of hospital income linked to patient satisfaction. More choice for patients – abolishing GP practice boundaries, improving access to a GP in the evenings and weekends and more services at home or in the community. Dedicated carers for patients withcancer or serious long-term conditionswho can benefit from a more personalapproach to nursing. Consulting on the right for patients nearingthe end of their life to choose where they wishto spend their final days Supporting staff: “We are proposing to work with NHS Employers and trade unions through the national Social Partnership Forum and Staff Council to explore the pros and cons of whether we could offer frontline staff an employment guarantee locally or regionally – in return for flexibility, mobility and sustained pay restraint.” NHS 2010-2015: from good to great • More freedom for the best hospitals to expand their services out into the community across a wider area including GP centres. • More access to personal care plansthat give patients more scope totailor their care to theirindividual needs. • Legal rights through theNHS Constitution • Regular free health checks toimprove health and prevent upto 1,600 heart attacks and strokes each year • Personal health budgets to give patients more control over their care and the services they can ask for, as well as more options to receive care at or closer to home. • New MRSA targets – most improvement expected from worst performers

Why 2010/11 is a pivotal year None of us can avoid or postpone engaging with the challenge – we must start in 2010/11 in order to reap the benefits later 2010/11 will be the final year of significant growth for the foreseeable future Realising quality and productivity gains requires complex change often with initial investment The system has been energised by the Next Stage Review and we must maintain momentum NHS delivery update – July 2008 NHS delivery update – July 2008 CONTEXT CONTEXT So we must press ahead with changes now, taking advantage of the extra funding we have in order to transform services so they can meet the challenge of the next 5 years.   7. Fantastic response from NHS staff – at both our hospitals, and in ambulance and community services. Hospital telecommunications affected for several days.   8. The new Children’s Outpatient Department opened before Christmas Last week, the Medical Assessment Unit relocated and is now next to Apley Ward. This has created space for a new Endocrinology Ward upstairs at PRH, which opened this week This means more beds for people who need the specialist care provided in an acute hospital, and also those waiting for a package of care in the community New emergency assessment arrangements are being trialled at RSH from 1 February Alongside this, it is vital that PCTs and LHBs continue to support people in the community to prevent unnecessary hospital admissions, and to help patients leave hospital when they no longer need the specialist care we offer Reforming Emergency Care

  9. Minimal or no capital due to economic recession for 2012/13 or 2020 options Review plans for inpatient paediatrics, vascular surgery and emergency surgery Revised proposals to be available early in the new financial year “one hospital on two sites” Developing Health and Health Care

Currently planning to submit application to NHS West Midlands in July 2010 DH and SHAs are reviewing all application dates An updated schedule of planned authorisation dates is due to be issued by 31 March 2010 Up to 30 Trusts will not be authorised: they will be taken over by existing NHSFTs in whole or in part NHS Foundation Trust application
