We have challenging targets to meet CO2 target of 95g/km for 2020 for passenger vehicles, 147g/km for vans Manufacturers exceeding the targets will be heavily fined per gram of CO2 emitted, for every car registered across Europe DECC targets of reduction in greenhouse gas emissions of 34% by 2020, 80% by 2050 + fuel security EU air quality targets (NO2 and PM10), fines of up to £300m for non compliance - London infraction London Congestion Charge discount only applies to vehicles emitting less than 75g/km To deliver industry, national government, local government and consumers will need to pull together

The uptake of plug-in vehicles will rise Still at early market stage with uptake perhaps slower than originally expected However, the market will grow significantly, with some estimates suggesting ULCVs will make up 10%-20% of new car registrations by 2020 That equates to between 194,000 to nearly 400,000 cars registered per annum at 2011 registration rates Conventional ICE registrations will fall Registrations across a number of electrified powertrains will increase EVs will dominate registrations in the long-term

  8. Infrastructure grants 8 “plugged in places” created to gain understanding of charging habits. National infrastructure grants launched… • 75% grant to install domestic chargepoints (up to £1,000). Available to all • 75% grant to install rapid chargepoints (up to £37,500). Available to local authorities • 75% grant to install chargepoints in station car parks (up to £7,500). Available to train operating companies • 75% grant to install chargepoints on the public sector estate (up to £7,500). Available to public sector organisations

Do we need an extensive public charging infrastructure? • UK customers cite “lack of charging infrastructure” as barrier to purchase • More than 85% of charging will take place at home or workplace • Charging posts cost between £5k - £50k+ to put in the ground • Rapid chargers suck huge amounts of electricity – grid stability? • Company with the biggest network of charging posts (Polar) will start charging customers to use their charging posts from 1 April: • 13A - £1 per hour full charge for 50 miles = £6 (£1 X 6hours) • 16A - £2 per hour full charge for 50 miles = &8 (£2 X 4 hours) • Rapid charger - £8.50 per half hour = 80% charge • Cheapest place to charge at home – average UK tariff £0.14/kWh = <£2

Support between 2015-2020 • £500m funding secured for 2015-2020 • Sought evidence from across the industry for how to target the funding • 134 responses received • Currently being analysed… Car and van grants Network upgrade Workplace chargepoints Local initiatives Research and development Communications Other vehicles Hydrogen Wireless charging Natural Gas • Spring 2014 – Draft package announced • April 2015 – Final package implemented

Summary • Legislation is driving customers to consider/purchase lower emission vehicles • More & more entrants onto the market – exciting technologies • The ULEV market is still a fragile, fledgling market • Government leadership needed • Continued incentives & support • Messaging • Public Sector Fleet • Focus support on areas with biggest impact – Plug-in Car Grant, taxation, capital allowances • Infrastructure needs to be located in targeted/strategic locations to maximise cost/benefit • To deliver industry, national government, local government and consumers will need to pull together
