  2. On-Line Meetings • On-line meetings will be available in football, soccer, basketball, wrestling, track, baseball and softball. • Volleyball will be added in 2009 • We hope you will find this to be a great alternative.

  4. Officials MUST Be Registered! • Complete ALL steps • Paperwork & fee • Meeting & test • Only work with registered officials • Contact MSHSL Office with violations • Penalty = Suspension

  5. Major Liability Issues! • For non-registered official • For registered officials who work with non-registered • For schools, AD’s and Coaches • Not fair to other officials • Officials = Integrity • What about the kids???

  6. Check Officials Directory • Associations must only assign registered officials • Schools must only use registered officials • Non-registered = scrimmage • Game cannot be made up • Be sure to check the directory after the test deadline of August 26!

  7. Selection of Section Officials • More consistency between sections • Fair opportunities for officials • Task force is working on this issue

  8. Section Officials Continued • Developing Guidelines & Policies • Rotation for at least semifinals & championships • Use of ratings/coaches input/association input • More info from MSHSL to Sections • More changes in future?

  11. Officials Rating Schools • Popular and useful! • Only rate site mgm’t for home team • No rating for games at neutral sites • Comments will be tied to the games • More useful for schools • Make objective comments not editorials

  13. School Ratings • Composite scores available to schools • Use for comparisons • Use for incentives and recognition! • We are making a difference!

  14. Tournament Card • Benefit now available to officials • $25 -- good at most section & state events • Attend games and watch other officials!

  15. Recruit! • Shortages are a challenge • Officials Recruit • Coaches Recruit • Former athletes (especially college)

  16. Retain! • Key to shortage of Officials! • Coaches – treat officials with respect! • Give positive constructive feedback • Lower levels

  17. Officials • Listen • Treat coaches, athletes & fans with respect • Be confident, but not arrogant! • Help train and mentor new officials

  18. Training Opportunities • More training opportunities • More training requirements • Improved officials = improved contests = better for fans = better for coaches = most importantly -- better for student athletes!

Rule Interpretations • The MSHSL is the sole and exclusive source of binding rule interpretations for contests involving member schools. • Questions concerning rules and their official interpretations should be directed to one of the Volleyball Rule Interpreters as listed at the end of this meeting.

  22. Universal Hygiene Protocol for All Sports Shower immediately after all competition and practice Wash all workout clothes after practice Wash personal gear, such as knee pads, periodically Don’t share towels or personal hygiene products with others Refrain from cosmetic shaving

  24. Major Editorial Changes Rule 1-2-3 - Improvement in wording that each team is entitled to a maximum of two time-outs per game Rule 4-1-Pen 1 - Clarifies the referee shall convey directions to players by way of the coach if directing player(s) to remove jewelry

  25. Major Editorial Changes Rule 5-4-3b(9) - Brought forward from the Officials Manual that the second referee shall check the lineup for each game from his/her lineup card. Once the lineup is verified the libero may now enter the court Rule 10-3-5 - Deletes language that the first referee has the sole determination if a player is unconscious or apparently unconscious. The procedure is covered elsewhere in the rules

Major Editorial Changes Rule 11-4-2 - Updated language and procedure to handle situation when it is detected a player is bleeding or has any blood on uniform Line Judge Signals - Corrected illustration for line violation Official Signal #9 - Illegal Block/Screening – Changed “arms” to “hands” (Raise both hands to head height…)

  28. NETS – Rule 3-1-1 • By rule, school names or other forms of advertising are not allowed on the top of the nets. • Top of nets must be “plain white.” • Practice OK – Games not OK

  29. NETS CONTINUED • Change the net or cover with tape • File incident report with League Office • Name or logo of net mfg. or school is OK if on the side of the net

  30. Risk Minimization During Warm-ups During a team warm-up period all personnel actively conducting the warm-up activities should be properly attired for the duties required. Special attention should be given to ensure that auxiliary personnel are wearing appropriate footwear for active participation and electronics such as music devices and cell phones are not being used.
