  3. First step of the study : comparison of two methods for the production of statistics • Right part of the figure : administrative data • Left part : survey data (sample) • Two kinds of methods : • Mass imputation • Combined estimates (method that has been chosen)

  4. The combined estimates • For the statistics using variables available in the survey file, a standard estimator will be used : • A calibration estimator will be used, according to some conditions :

Different flows of data, arriving at different moments • For each flow, selective editing and micro-edits • Then, a step of comparison of individual data for a few variables common to the survey and to the administrative files (as the total turnover) • When all data are available, it is possible to calculate the value of the new weights (for the calibration estimator)

  6. The production of statistics • There are units missing in the statistical survey (non responses), but also in the administrative files • the business register is used as the « backbone » of the process for the treatment of all non reponses (by using some external information, as the VAT declarations) • Since the weights are modified, a last turn of selective editing could be needed • For example, for the study on the sector of services, the distribution of the correcting factor of the weights was : • 95% centile = 1.62 • 5% centile = 0.99

  7. The production of statistics • During the step of comparison of individual data between the survey and the administrative files, some choices are made when there is a difference : this may lead to make inference on the administrative file • The new system will be implemented at the beginning of 2009, and will produce results during the second part of the year 2009.
