Work Programme 2013-2015 • Aim: • to promote training as an important driver of effective implementation of European standards. • Objectives: • To implement and further develop the ECAC training policy. • To encourage cooperation between training organisations in Europe while respecting the role of each organisation in its specific areas of expertise. • To improve the quality of training offered by the various entities developing and delivering training programmes. • To cooperate with the JAA TO and EASTI on training matters.
ECAC Network of Training OrganisationsTRA-NET • Membership • Participation in the network does not mean “approval” or “endorsement” of the training organisation or of its training courses/programmes by ECAC. • Criteria for membership have been defined: • Government-recognised training organisation; or • ICAO-endorsed training organisation under the ICAO training policy • The training organisation has developed its own training materials; • A roster of course developers is available; • A roster of trainers is available to the training organisation; and • This is not a purely commercial training organisation.
ECAC Network of Training OrganisationsTRA-NET • Terms of Reference (17 May 2011) • Include the ECAC Training Policy as a basis • Show the following objectives: • Encouraging cooperation between training organisations in Europe. • Improving the quality of training courses and programmes. • Facilitating the exchange of training experiences between training organisations including the sharing of good practices. • Promoting “train the trainers” activities. • Promoting the standardisation of training materials. • Strengthening each other’s capacity by reinforcing the training and expertise of their personnel.
ECAC Network of Training OrganisationsTRA-NET • The network reports to the ECAC Co-ordinating Committee and Directors General: • Providing advice and new ideas (“think tank” function) on technical matters related to training, as requested. • Proposing best practices for training that could subsequently be shared with all training organisations • Promoting quality standards in training.
ECAC Network of Training OrganisationsTRA-NET • The network has a Code of Conduct: • Be constructive and topic-focused. • Be concise in presenting views. • Be flexible, listen robustly and value other members’ views. • Recognise that two persons may perceive the same set of circumstances differently. • Do not use the network for sharing of market opportunities. • Respect others’ opinions and remain issues-focused on the key area.
Production • For the purpose of implementing its objectives TRA-NET has defined a series of deliverables: • Best practices for the certification of trainers • Forthcoming training needs in Europe • Best Practices for measuring the quality of training • Minimum qualifications for trainers performing train-the-trainer courses, • Minimum qualifications for course developers
Production • Future work: • Training aspects of communication in aviation • Training in the economics of aviation • Best practices in training delivery • Glossary of terms relevant to training in aviation • Identification of non-regulated training areas in the field of safety
Summary • ECAC has a firm focus on Training as a main tool for enhancement of safety • Its policy is aimed at promoting training as an important driver of effective implementation of European standards • ECAC - through its European Network of Training Organisations (TRA-NET) - publishes documents on minimum qualifications and best practices.
