  2. Mitigation Funding • HMGP-triggered by disaster declaration • PDM-competitive by congressional appropriation • NFM-former FMA/SRL/RFC semi-competitive by congressional appropriation • Guidance and NOFA expected July-August 2013 on PDM and NFM
