ISDA Pesticide Management Approach to EPA Grant Guidance • Idaho Rules Governing Pesticide Management Plans (PMP) for Ground Water Protection. • A surface water approach will be developed. • Identify pesticides of interest, & concern. • Identify pesticides to be managed. • Work to utilize the registration and registration review process.

ISDA Pesticide Management Approach to EPA Grant Guidance • Monitor compliance with and enforce non-compliance with water quality protection as enumerated on labeling. • Implement routine inspections in areas of known ground & surface water pesticide detections. • Education • Evaluate the success using water monitoring information.

Surface Water ProgramDeveloping a Program • Develop a surface water approach • Ag and Urban watersheds • Salmonid bearing streams • CWA 303(d) pesticide listed streams • Conduct monitoring, & response • Ensure proper use of pesticides and the protection of the environment from pesticides • 303(d) list; add or remove

  5. Interagency Involvement • PMP Rule has an Advisory Committee • Idaho Ground Water Plan - Ag Ground Water Coordination Committee • Education & BM P Subcommittees • Surface Water & Pesticides Coordination Committee • Region 10 EPA & States Water Quality & Pesticides Coordination Group

Challenges Ahead • Conducting state PMP rule making • Implementing new Surface Water Program • Determining reference points (DCBA) & SW benchmarks • Coordinating with IDEQ and EPA on Idaho 303(d) listed streams • 303(d) delisting process • Determining vulnerable surface water sites • Getting data from other public agencies, registrants, EPA, EPA contractors • Tracking pesticides of interest, concern, & management • State rule making for restrictions more stringent than the EPA label • Funding
