Department for Aging and Independent Living • Senior Community Service Employment Program • Training and supported employment • Individuals who are unemployed, low income and over 55 years of age • 37 additional employment slots • Green jobs and jobs in growth industries preferred • Limited to existing programs • Senior Nutrition Programs • Funding for Congregate Meals (Senior Centers) • Funding for Home Delivered Meals (Meals on Wheels) • Limited to existing programs Cabinet for Health and Family Services Slide #5

Department for Community Based Services • Child Care Development Fund • Child care assistance (subsidies) for low income families • Some funding set aside to improve: • Quality • Infant and toddler care • Supplemental Nutrition Assistance Program (Food Stamps) • Additional administrative funds • Improve quality control and streamline disbursement of benefits • Temporary Assistance for Needy Families • Funding for increased caseloads • Continued emphasis an work incentives for recipients and states Slide #6

Department for Community Based Services • Community Services Block Grant • Funding is dedicated to Community Action Agencies (CAA’s) • CAA goals are to reduce poverty and increase empowerment and self-sufficiency • Title IV-E Foster Care and Adoption Assistance • Funds are to provide for adoption assistance • Funds are allowed for children based on income, court orders, and reasonable efforts are made to maintain the child in their home Cabinet for Health and Family Services Slide #7

  7. Department for Income Support • Child Support incentive funds • Allows states to use incentive funds to match certain expenditures to leverage Federal funds • May be utilized for system enhancements Cabinet for Health and Family Services Slide #8

Department for Public Health • Special Supplemental Nutrition Program for Women Infant and Children (WIC) • Program used to provide nutrition education and health foods to pregnant, breastfeeding and post-delivery women and infant up to age 5 • Funding to cover increasing caseloads • Special Supplemental Nutrition Program for Women Infant and Children (WIC) Electronic Benefits Transfer (EBT) • Funding to increase availability and use of EBT for WIC • Kentucky has a current pilot program in place Cabinet for Health and Family Services Slide #9

Department for Public Health • Individuals with Disabilities in Education Act (IDEA) Part C, Infant and Families Program Kentucky Early Intervention System – “First Steps” • Funding to provide services to infants and toddlers up to three years of age who are at risk or have been identified as having a developmental delay • Funding is dedicated to providing for increased caseloads and for systemic improvements • Immunization Grant Program • Funds are for costs associated with planning and conducting immunization programs Cabinet for Health and Family Services Slide #10

Department for Family Resources and Volunteer Services • AmeriCorps State Stimulus Grants • Funding for community service programs • Funding only for current programs • Thirty-one (31) additional slots • Corporation for National and Community Service • Allows states to fund additional activities for existing grantees • Five (5) were competitively eligible and awarded Cabinet for Health and Family Services Slide #11

Department for Medicaid Services Services • Increase in Federal Medical Assistance Percentage (FMAP) • Increased federal percentage of Medicaid costs based on increase in state unemployment rate • Kentucky moving from a 70% match rate to approximately 76% • Funding to cover increased costs to state Medicaid programs due to caseload and increases in costs • Funding contingent upon no reductions in program eligibility • Disproportionate Share Hospital (DSH) Payments • Funding for hospitals currently receiving payments due to historically high costs of uncompensated care • Allows increase of 2.5% above current allotments Cabinet for Health and Family Services Slide #12

  13. Health Related Opportunities Comparative Effective Research $1.1 billion available nationally – two years. Grants are available to any public or private entity. Compares treatments and strategies to improve health to help clinicians and patients to decide on the best treatment. Health Related Opportunities Prevention and Wellness Funding - $1 billion These funds are available to the State Department for Public Health only. $300 million for the CDC 317 immunization program; KY receiving $2.7 million for immunizations $650 million for evidence-based clinical and community-based prevention and wellness strategies, authorized under the Public Health Services Act. $50 million to states to implement healthcare-associated infection prevention strategies.   15. Health Related Opportunities Community Health Care Services - $2 billion ARRA funds are targeted for Community Health Centers. Community Health Centers currently provide primary health care to medically underserved residents in cities and isolated rural areas. Kentucky’s Community Health Centers expected to receive $10 million to serve more patients and support capital renovations and repairs over the next two years.
