Michigan State Police, Emergency Management and Homeland Security Training Center (MSP/EMHSTC) • EMHSTC Focus • Emergency Management Training • First Responder Specialty Training • Current Project Funding • Training Day: • Hazardous Materials Emergency Preparedness Grant (HMEP –training topics aligns with hazmat transportation) • Exercise Day: • Bid proposal for exercise development paid by 51st CST • Locals able to use allowable exercise grant funding for time • Constraints/Impediments

What is a CST? • A CST is a military HAZMAT team • Consists of 22 full time members in a mix of Army and Army and Air, all HAZMAT Tech certified per NFPA requirements • Team organically includes: • Radio/satellite communications truck • Mobile laboratory for presumptive analysis, includes glove box and now ISO 17025 certified • Medical team consisting of a Physician’s Assistant and Medic • Command trailer

CSTs are programmed to conduct 12 exercises annually Only two of them are directed by National Guard Bureau: Take part of a national level exercise Conduct an exercise with multiple CSTs Biggest training problem: COMPLACENCY! Partial solution: each exercise has a different condition (examples): night/24 hour exercise, winter training, rural, maritime, etc. CST needed to vary locations and partner agencies, which lead to working with the MSP/EMHSD Training Center Michigan National Guard 51st CST Exercise and Training

  7. Determine local/state hazmat response capabilities. Routine training and exercise for each region in the state Assure we have diversity in planning and response Establishing Relationships
