  3. Membership Bands Possible alternative to having fee calculation on the exact membership numbers reported by an MO. Perceived advantages: • Simplify calculation of fees and make more transparent • Reduce the impact of a change of membership numbers if that change was within the existing band. This might encourage more accurate census returns. However it would not work well for the larger Member Organizations, and it might still discourage reporting of increased membership numbers

Alternative Wealth Measures • Use an internationally recognised and respected independent source and is readily available to all. • UNDP IHDI: Ran models using the World Bank PPP and UNDP IHDI indices as alternative wealth measures, but impact was not what was initially expected. • No strong rationale for changing wealth measure • Stay with the existing one which have been using for some years.

Increased number Wealth Bands • Now added a band splitting previous Band F into 2 new bands (small number of very wealthiest countries will pay premium on Standard Fee). • Move from one band to the next will never be more than 15% of Standard fee. • Current policy allows for phasing in of membership fee increases over three years if triennium total is more than 33% higher than previous triennium’s. • Should be mitigated by the extension of the number of wealth bands from six to ten

  6. ‘Bottom up’ approach • Change to method that determined standard membership fee per person (based on indicative total or inflation related increase) to simplify process. • Variation from target amount to be raised is unlikely to be material . • WAGGGS will cope with minor variations.
