Formed in 1989, the NBGA is a grassroots policy advocacy organization dedicated to advancing the national and international interests of US barley farmers. • Member states include Idaho, North Dakota, Montana, Minnesota, Washington, Oregon and Maryland. • The NBGA partners closely with maltsters, brewers and other industry stakeholders. • The NBGA contracts with Gordley & Associates in Washington, DC to monitor and influence federal policy impacting the barley industry. NBGA Priorities • Pass a Five-Year Farm Bill • Senate passed a new bill in June 2012; House committee passed its version in July 2012. • The House ultimately failed to pass a bill through its chamber by the end of 2012. • The “fiscal cliff” package passed on January 1, 2013 continued ‘08 farm programs thru Sept. 30, 2013 at an estimated cost of $3.97 trillion over 10 years to American taxpayers. • House and Senate will have to start over in writing a new bill. One new important player…Senator Thad Cochran (R-Mississippi) is new Ranking Member of Senate Ag Committee, which will strengthen the priorities of southern commodities. • No action to produce a new Farm Bill will occur until after Congress deals with major budgetary issues including: Sequestration, passing a Continuing Resolution, and increasing the ceiling of the federal debt. • Additional factor is the impact of a reduced baseline of funding to write a Farm Bill. • On Feb. 5, the Congressional Budget Office estimated a $16 billion reduction (over 10yrs) to the overall baseline of spending for Congress to write a Farm Bill.

NBGA Priorities • Farm Bill Specifics: • Maintain a robust, flexible federal crop insurance program. • Support a safety net program that does not re-couple subsidy payments to current production. Doing so would distort production. • Reduce needless, wasteful spending where appropriate to reduce the federal deficit. • Reauthorize and fully fund the Market Access Program (MAP) and Foreign Market Development (FMD) program. • Push to continue effective conservation programs that avoid duplication.

NBGA Priorities • Other Top Issues: • Transportation • Increase railroad competition to provide competitive rail rates for shippers. • maintain our domestic river and port systems to move barley to market. • ensure that trucking regulations are not overly burdensome. • Research • push for an increased investment into federal barley research to combat a continued decline in acres nationwide. • seek public/private partnerships that will expand the pool of resources available to tackle production issues including drought, pests, and overall crop quality. • Environment • monitor congressional action related to climate change and its impact to production agriculture. • ensure that environmental regulation is sensible and least burdensome to barley farmers.
