  2. Purpose of Meeting • Provide an overview of the study process and recommendations • Presentation to Town of Fort Erie of the recommended plan before finalizing the Transportation Environmental Study Report (TESR)

  3. Study Area

  4. Study Process • The Study is following the Class EA planning process for Group ‘B’ Projects under the MTO’s Class Environmental Assessment for Provincial Transportation Facilities (2000) • Public Information Centre – April 17, 2008 • Meetings with all affected property owners • Preparation of TESR • Region and Town staffs were consulted at key decision points as part of the study.

  5. Key Finding • Bowen Road Structure • Originally constructed in 1942 • Structure in poor condition • Structure is at the end of its service life and needs to be replaced

  6. Recommended Undertaking • Alternatives carried forward: • Replace and Expand Existing Bowen Road Structure

  7. Preliminary Design Alternatives • Bridge Replacement Alternatives • Alternative 1: Close Bowen Road during construction • Alternative 2: Use temporary traffic signal to direct traffic during construction • Alternative 3: Shift Bowen Road to the south permanently

  12. 2 vertical alignments have been generated based on 80 and 90 km/h design speeds Crest curve over the QEW (has equal fill requirements on each side of the QEW) Crest curve to the west (increases the height of the vertical curve but reduces the fill impacts to the properties east of the interchange) Vertical Alignment Alternatives

  14. Vertical Alignment Alternatives • Alternative 2B: DS-90 km/h and Crest west of QEW • Reconfiguration of IC Ramps west of QEW Required • Relocation of West Ramp Terminal Required K-40 K-50 K-45

  15. Recommendation • Crest curve over the QEW with Design Speed of 90 km/h • Higher design speed • No widening to railway bridge • Lower property acquisition requirements • Lower construction cost ($5.7M)

Effects on Regional and Local Roads • Construction of Bowen Road structure • Bowen Road closure over the QEW during construction • Region to close Bowen Road on behalf of MTO • Anticipated for 1 construction season • Removal of existing Bowen Road bridge • QEW closure required for 1 night • Potential detour route will be identified and is anticipated through series of Regional and Local Roadways

  21. Next Steps…. • Niagara Region to provide temporary closure of Bowen Road on behalf of MTO for construction • Finalize Transportation Environmental Study Report • Submit TESR for public review • Winter 2009
