  3. SOKO is led and managed by the Kymenlaakso University of Applied Sciences • Seafaring and Logistics Department, City of KOTKA, Finland • SOKO I 2003-2007 Pilot project • SOKO II 2007-2011 Ongoing

Oil and chemicalresponse in Finland • Responsable for management and control of oil and chemical spill response The Ministry of the Enviroment The FinnishEnviroment Institute (SYKE) • Responsable for oil spill response at open sea • Guides and controls municipalities, owners of harbours, docks, and industrial and storage plants which are obliged to organise oil spill response measures The Regional EnviromentCentres Regional Rescue Centres (RRC) • Takes care of oil spill response in the sea area (not open sea) and on land

What is SOKO? • A joint development program for planning • HOW TO GET A LARGE AMOUNT OF OILY WASTE FROM POINT A TO POINT B • Scaled on the worst case oil spill that has come ashore • A complementary study to the statutory contingency plans • Practical guidelines, helping the response commander in delegating tasks • Results are collected in region specific comprehensive guidebooks

  8. Our main clients are • 5 Regional Rescue Services • 2 Regional Environment Centres • Finnish Environment Institute (SYKE)

  9. Method • Studies undertaken mainly by further education students • Project steering group composed of oil combating authorities, trans agency co-operation • A temporary project will end in year 2011

  10. Method • Regional SOKO teams • Designated Rescue and Environment officers and person from the SOKO project • Identify unresolved issues in preparedness • Supervise studies and evaluate theresult • Working together transparently and openly

  13. Questions we ask . . • How to move the waist time/cost effectively? • Bottlenecks in the logistic chain? • How to manage trans agency co-operation? . . . . . . . .

  14. Setting up Scenario for Each Region Evaluation time: 10 days Spilling time: 8 hours Spillage: 30 000 tons of crude oil Thickness of oil layer: 5 micrometers Oil has come ashore

  20. Health & Safety issues • Frequently changing troops, volunteers • What are the risks on the accident site? • How to organise health and safety at work and occupational health care? • Who is responsible for that? • Medical inspection before, during and after the work?

  21. Arranging manual cleaning • Dispersants and in situ burning are not used in Finland (SYKE) • Hard working environment & sensitive archipelago • Difficultly accessible shores • Mechanical means are used when adequate

  22. Transportation of oily wastes • A functional logistical chain is a necessity • Sufficient sea, road and railway transportation • Route planning, transit times, vessel types, availability • Loading and discharging equipment, sites • Legislation

Conclusions • The SOKO plan: when the incident rises to the major scale oil washes ashore  important resources are needed • Large number of projects partners involves risks, but brings together those who would naturally come together to respond • To ensure the whole logistic chain is considered  reducing the response time  minimising environmental damage & response costs
