Kriegers Flak Interconnector • Basic idea: replacing three independent grid connections by one common solution including HVDC technology • 2003: wpd and NVE starts studies on interconnector between Germany and Sweden • 2005: wpd integrates interconnector as possible grid connection in the application of Kriegers Flak II • 2006: Vattenfall AB starts working group on the Interconnector (”Baltic Wind Link”) • 2007: Vattenfall Europe Transmission GmbH includes the Interconnector as potential solution for Kriegers Flak I • 2009: TSO ”Joint Pre-feasibility Study”, TSO application for 150 M€ EU grant map wpd study 2003 map TSO study 2009 wpd offshore GmbH EOW 2009, 14-16 September, Stockholm

Governmental initiatives regardingKriegers Flak • EOW December 2007: Joint declaration of ministers from Denmark, Germany and Sweden on cooperation regarding Kriegers Flak (ending up in the Nordwind project) • September 2008: EU-coordinator Adamowitsch identifies Kriegers Flak as ”best practise case” and ask for an ”European vision not accepting cheap national solutions” • January 2009: EU Recovery Plan includes proposal of 150 € Mio grant for grid connection Kriegers Flak • June 2009: EU Strategy for the Baltic Sea Region – Action Plan highlights Kriegers Flak as ”demonstration of coordinated offshore wind farm connection solutions” wpd offshore GmbH EOW 2009, 14-16 September, Stockholm

Motives for governmental initiatives • Baltic Sea riparian countries already agreed on close cooperation in the Helsinki Convention (featuring HELCOM). • Kriegers Flak as lighthouse project for the benefit of the citizens and the environment • National interests might be taken care of in the best way by mutual cooperation wpd offshore GmbH EOW 2009, 14-16 September, Stockholm

Preconditions for successful joint cooperation between stakeholders at Kriegers Flak • Focus on the needs of the project owners and operators because: • The wind projects are the key of the area’s development • Grid connection is the key for the wind projects’ realisation • Project owners are in charge of the projects’ timetable • Project owners are in possesion of all site related data • Project owners have ressources to be allocated with short notice • Project owners and operators need to participate in the economic benefit of joint cooperation because: • Project owners have taken the development risk • Most of the projects are still not profitable • Certain conditions (e.g. sea bed) require more ressources wpd offshore GmbH EOW 2009, 14-16 September, Stockholm

How to structure further development of the interconnector and other joint efforts? • For the time being, at least five parallel working groups are discussing Kriegers Flak • Instead ONE working group with 10 members should head further development: • 3 project owners/developers • 3 TSOs • 3 governments • 1 EU representive • Sub-groups are necessary, but should be supervised by the overall working group • Initiative for restructering the work should come from the EU level • Kriegers Flak needs to have high priority at all involved organisations and levels wpd offshore GmbH EOW 2009, 14-16 September, Stockholm

How to deal with three legal regimes? • Under the existing three legal regimes an interconnector is not realistic • The existing rules are the result of energy politics with clear national interests in mind • Examples for legal hurdles: • Ownership rules for transmission cables under Swedish law • Rules on grid connection of electricity under Danish law • Special rules for grid connection and sale of wind power under German law • Harmonisation is needed – but is harmonisation also wanted? wpd offshore GmbH EOW 2009, 14-16 September, Stockholm
