Under 1 Roof: Providing Housing and Support for Brisbane's Homeless

Under 1 Roof is a consortium of agencies working together to provide housing and support services for the homeless in Brisbane. With the help of project funds from the Brisbane City Council, we have successfully housed 122 households in the last 12 months. Our case coordination and triage model have led to improved outcomes and reduced disconnection rates. We prioritize sustaining case coordination, strengthening practice, and building affiliations to continue making a positive impact on homelessness in Brisbane.

Results for 12 months to June 2014 • 122 households in 12 months (we are sustaining the same pace of roughly 100 households per year exited from U1R) • 105 exited from U1R • 151 people across 122 households • 74% housed in either social housing, private rental or crisis accommodation (up from 67% in 2012-2013) • 10.5% resulted in lost contact which is a reduction from 16.8% across 2012-2013.

  11. Indigenous status • 22 households or 18% were Indigenous (compared to14.4% in 2012-2013)

  12. Presenting issues • 52.2% (mental health issue) (51.5%) • 32% (substance use issue) (26.35%) • 70.8% presented with two or more complex issues • 39.8% presented with three or more complex issues

  13. Key developments • We continue to use case coordination for referrals of clients with complex needs: we are meeting that target group • We have improved the strength of actual housing outcomes with a higher proportion of clients exiting to a positive housing outcome • We have reduced the number of people who become disconnected from services before an outcome is achieved

  14. Trends • More young people aged 25 or less • Women are referred as much as men • Age compared with Brisbane shows fewer older people which may indicate increased mortality (consistent with world-wide data that life expectancy is in the 40s) • Good access by people from non-English speaking backgrounds and Indigenous people.

Priorities going forward • To sustain case coordination • To continue learning and development to strengthen practice and support front line workers • To continue to strengthen the capacity of the consortium at the senior level • To continuously improve quality • To share resources and learning opportunities. • To support emerging groups and build affiliations such as U1R Ipswich • To induct new members • To present a Triage Model to Government • To implement Triage Model elements across the consortium.
