Comments from TWDB on draft prioritization • TWDB sent comments June 6, 2014. • Comment packet included: • Comments specific to Region K. • Asked Region to consider adjusting prioritization scores, based on the recommended guidance provided. • Recommended guidance to ensure uniform standards. • Answers to general questions submitted by regions. • Guidance potentially impacts scoring of Criteria 2D and Criteria 5A. (See handout) • HB4 Stakeholder Committee determined that the guidance developed by TWDB was not required to be followed. Region K

  12. Guidance from TWDB that impacts Region K’s ScoringRecommended Guidance Item #7 • Uniform Standard 2D - Has the project sponsor requested (in writing for the 2016 Plan) that the project be included in the Regional Water Plan? • Background: There were questions about whether the parenthetical statement regarding requests in writing was relevant to prioritizations of the 2011 regional water plans. • Guidance: The parenthetical should be ignored when prioritizing the 2011 regional water plans. • Impacts: Criteria 2D was re-scored based on whether a project was requested by the sponsor to be included in the 2011 Region K Plan. Region K

Guidance from TWDB that impacts Region K’s ScoringRecommended Guidance Item #12 • Uniform Standard 5A - What is the expected unit cost of water supplied by this projectcompared to the median unit cost of all other recommended strategies in the region's current RWP? (Project's Unit Cost divided by the median project's unit cost) • Background: There were questions about a) whether strategies with zero unit costs should be included in the calculation, and b) which decade should be used as the basis for the calculation when determining the cost of the project relative to the median unit cost of all the recommended strategies. • Guidance: • The unit cost of all projects, including those with zero capital costs, should be included in the calculation of the median unit costs of projects in a regional water plan. • The unit cost should be calculated using the first decade online unit cost of the project of interest relative to the median of the first decade online unit costs of all recommended strategies. • Impacts: Criteria 5A was re-scored using the first decade online numbers, rather than maximum. Also, reduced number of projects from basin level to county level (consistent with number of Prioritization projects), which modified the median cost. Region K

  14. Consider approval of final scoring/prioritization • Possible action by RWPG: Approve final scoring/prioritization and authorize Prioritization Committee to work with the TWDB on Region K’s behalf to submit the final deliverable prior to the September 1, 2014 deadline. Options: • Apply TWDB recommended guidance and approve final prioritization for submittal. • Stay with draft prioritization scoring and approve for final submittal. • Authorize prioritization committee to discuss further and finalize/submit to TWDB. Region K

  15. Agenda Item 10 -Consultant Status Report. Action as necessary. Region K

  16. Summary of Major Items from April Meeting • Meeting was held in Austin. • TWDB Communications. (New PMs, SWIFT) • Drought status and relief actions from LCRA. • Prioritization committee update regarding draft prioritization for 2011 Plan WMS. RWPG authorized submittal to TWDB. • Region K water modeling committee update. RWPG authorized consultant to move forward with draft water needs analysis using draft surface water availability numbers. Region K

  17. Work Progress Highlights (April through Present) • Submitted to TWDB the draft 2011 Plan strategy prioritization and documented assumptions. • Legislative and Policy Committee. • Chairs’ Conference Call May 23rd. • Met with water providers regarding contracts. • Completed water supply updates and entered data in DB17. • Evaluated water management strategies. • Chapter updates/development Region K

  18. Work Progress – Drought Chapter • All new Drought-related Chapter 7 for 2016 (Template provided by TWDB.) • Requirements include: • Define Drought of Record (regional and local.) • Summarize regional drought preparations and responses. • Emergency interconnects. • Region-specific drought response and contingency plans. • Drought Management WMS. • Other regional drought recommendations. Region K

  19. Work Progress – Drought Chapter • AECOM staff has been working with portions of template. • TWDB - July 31st conference call to discuss drought chapter and other technical plan development topics. • RWPG needs to establish a Drought Committee to address portions of TWDB requirements. Specifically: • Closed meeting to collect emergency interconnect information. • Other items as Committee deems appropriate. Region K

  20. Work Progress – Strategy Evaluation Update • Working on several scoped strategies right now. • Conservation • Looking at mainly municipal and agricultural • Municipal • Focusing on WUGs with GPCDs higher than 140, regardless of water need. • If a WUG has provided a response to our Water Conservation and Drought survey, we are incorporating their conservation goals into our numbers. • Based on survey responses, 10 percent reduction per decade may be too ambitious. Starting closer to 5 percent. May want to revisit. • Stop conservation reductions once GPCD goes below 140, unless otherwise stated in survey response. Region K

  21. Work Progress – Strategy Evaluation Update • Conservation • Agricultural • Revisiting strategies from 2011 Region K Plan • On-Farm Water Conservation • Land-leveling • Multiple Inlets • Reduced Levee Intervals • Irrigation Delivery System Improvements • 2011 Plan WMS not currently being considered • Development of New Rice Varieties • New strategies currently being looked at • Sprinkler Irrigation Region K

Work Progress – Strategy Evaluation Update • Drought Management • Municipal, Manufacturing, Mining, Irrigation • Need to consider recommending for these groups, possibly regardless of water need. • Looking at drought survey responses to determine if the drought-year demands used to develop projected demands were based on restricted water use. • Considering 10-15% reductions for municipal WUGs not restricted in 2011. • Considering appropriateness of drought management for new large mining demands. • Irrigation – consideration of second crop, current emergency curtailment actions. • Cost analysis similar to unmet needs. Region K

  23. Work Progress – Strategy Evaluation Update • Expansion of Groundwater • All water use types • Looking at WUGs with shortages that use groundwater. • Does the aquifer the WUG uses have remaining availability after all existing supplies have been accounted for? • Have to stay within the MAG. • Current assumption is that no additional well construction is necessary unless the water need is greater than 280 AFY. • Groundwater Importation • TWA Blanco River Valley WMS • Groundwater from Gonzales County to Blanco County through existing and proposed pipelines. • Possibly supplying City of Blanco and County-Other. • Currently trying to collect additional information. Region K

  24. Work Progress – Strategy Evaluation Update • Burnet County Regional Projects • Breaking out individual projects from the Burnet-Llano County Study. • East Lake Buchanan Project • Buena Vista Regional Project • Marble Falls Regional Project • Using study and coordination with Susan Roth Consulting to determine infrastructure needs and costs for each project. Region K

  25. Schedule • Task 4D Scope of Work target date July 1, 2014. • Technical Memorandum due August 1, 2014. • Final prioritization of 2011 Region K Water Plan projects due to TWDB by September 1, 2014. • Initially Prepared Plan due May 1, 2015. • Final Adopted Plan due November 2, 2015. Region K

  26. Upcoming Task Work • Complete DB17 entry and technical memorandum. • Coordination with other regions regarding split WUGs. • Prepare and submit final Task 4D Scope of Work. • Continue evaluation of scoped WMS. • Support committees: Legislative and Policy, Drought, Prioritization, and others. • Complete draft versions of some chapters once DB17 reports are available. • Preference of whether committees review prior to entire RWPG? Region K

  44. Agenda Item 11b -Draft Water Needs Analysis – Technical Memorandum. Action as necessary. Region K

  45. Technical Memorandum. Due August 1, 2014 to TWDB. Requires data entry and inclusion of TWDB reports. AECOM staff is completing entry for source availability and entities (including supply volumes for direct sources and water sales.) TWDB staff plans to release data check modules around July 11. AECOM staff will use these to confirm data. All data will be draft until final plan completion. Region K 7/09/2014

  46. Action for Technical Memorandum • Recommendation from TWDB: • Due to the delays in the DB17 module development and the timing of the RWPG meetings, the Technical Memorandum reports may not be ready in time to be approved prior to the due date of August 1st. RWPGs may authorize the submittal of the Tech Memo by the deadline, and then approve it at the next RWPG meeting. • Possible action by RWPG: Authorize consultants to complete and submit the Technical Memorandum to TWDB by August 1, 2014, with the understanding that the RWPG will need to approve the Technical Memorandum at the next Region K meeting. Region K

  47. Agenda Item 12 -Final Supplemental Draft Scope of Work 4D. Action as necessary. Region K

  48. Task 4D Scope of Work to date – see Handout Strategies submitted as original and supplemental Task 4D SOWs to TWDB in June 2013 and April 2014. When possible, the scope included broad, expandable strategy categories that covered specific requests as well as future applications to additional WUGs. Region K

  49. Task 4D Scope of Work to date • June 2013 SOW submittal included: • Drought Management • Conservation WMS for all water use categories • LCRA new Off-channel Reservoir(s) • Expand Use/Optimization of Groundwater • TWDB authorized notice to proceed. Region K
