Arts Build Communities (ABC) • Decentralized decision-making and distribution program created by state legislation • Eleven Designated Agencies (DA) across the state • DAs receive a block grant based on population • Competitive grant process • 250-300 grants are awarded every year statewide • Manager of ABC program statewide: Leigh Patton Director of Community Arts Development (615) 532-9796 leigh.patton@state.tn.us

General Eligibility Requirements • Nonprofit corporation chartered in Tennessee • 501(c)(3) tax-exempt designation Must provide copies of current documentation with application: • Tennessee state charter (verification of incorporation) • Current by-laws • Letter of determination from IRS recognizing the applicant organization as a nonprofit corporation • Valid IRS Employer Identification Number that is issued in the name of the applicant organization

General Eligibility Requirements, cont. • Governmental agency • Public or private 501(c)(3) educational institution (such as an elementary or secondary school) • College or university • School board (entity of government) • Private educational institutions must be not-for-profit and meet the tax-exempt requirements. • Colleges and universities are eligible only for activities that clearly serve the needs of surrounding communities or the State and are designed to involve a broad audience. • Credit-producing or student-oriented activities are not eligible.

  6. What is Required? • Current year’s grant application form • Must be filled out on a computer (using Adobe Acrobat - a free program) • Handwritten (or partially-handwritten) applications will not be accepted • Complete with all attachments • Two different original signatures • No more than one application per year per organization

Accessibility Requirements • All TAC-funded programs, services, and facilities must be fully accessible to all Tennesseans • No person on the grounds of race, color, national origin, disability, age, religion or sex shall be excluded from participation in, or be denied benefits of, or otherwise be subject to discrimination of services, programs, and employment provided by the Tennessee Arts Commission and its contracting agencies

  8. General Funding Restrictions ABC funds may NOT be used for: • Programs not open to the general public • In-school, curriculum-based projects • Applications from colleges or universities that do not involve community planning and implementation • Capital improvements (buildings or construction) • “Seed money” • Elimination of an accumulated deficit • Applications to begin, match, add to, or complete any type of endowment campaign or program • Any program or project already funded by a Tennessee Arts Commission grant (“double-dipping”)

Recommendations • Organizations should discuss their program or project proposal with the designated agency PRIOR to submission • Questions of eligibility should be addressed PRIOR to the submission of an application • Technical problems that result in handwritten answers will not trump the no-handwriting policy. Therefore, start early enough to address technical problems before the deadline. • When in doubt, ASK US!

  10. Grant Review & Award Process • Grant review process is competitive • Completed applications due Tuesday, August 31, 2010 • Volunteer panelists evaluate proposals in September/October • Rating based on evaluation criteria outlined in guidelines • Grant awards are based on panel ratings

Grant Review & Award Process • Grant award notices will be made by phone, mail or email by Thursday, October 14, 2010 • ABC projects may begin no earlier than Friday, October 15, 2010 • Closeout paperwork must be completed within 30 DAYS OF PROJECT • Late or incomplete paperwork will negatively affect future funding • Projects must be complete and paperwork must be closed out no later than June 15, 2011

ABC Grant Application Deadline • Applications must be POSTMARKED OR HAND-DELIVERED to the Designated Agency’s office by the deadline date – Tuesday, August 31, 2010. • Do not deliver ABC grant applications to the Tennessee Arts Commission. • Designated Agencies are listed in the ABC guidelines. • Late or incomplete applications will NOT be considered for a grant.

ABC Arts Project Support • Quality arts projects • $500 – $3,000 request • Dollar-for-dollar (1:1) match required • Request funds must be in a SINGLE CATEGORY in the project expenses: (This is what we call a “single project focus.”) Example: $3,000 for artistic fees is allowable. A “split” request of $1,500 in artistic fees and $1,500 in marketing is not allowable.

ABC Evaluation Criteria • Evidence that the proposed project demonstrates artistic, cultural and/or educational value to the community being served (10 points) • Evidence that the proposed project advances the organization’s mission to the community being served (10 points) • Evidence that the organization understands and is responsive to the diverse interests and needs of the community it serves (10 points) • Evidence that the proposed project supports the work of artists through payment of fees, services or appropriate benefits (10 points)

ABC Evaluation Criteria, cont. • Evidence that the organization understands and acts as an advocate for the public value of the arts in the community (10 points) • Evidence that planning procedures are comprehensive, inclusive and communicated (10 points) • Evidence that the organization understands principles of documentation and evaluation and results are used to guide future planning and programming (10 points) • Evidence that the organization understands and demonstrates the value of public and private partnerships (5 points)

ABC Evaluation Criteria, cont. • Evidence of broad base of financial support for the organization (5 points) • Evidence of the organization’s ability to carry out proposed project based on history of TAC funding (10 points) • Evidence that the organization’s application is well planned, addresses all questions, and is correct and complete in all information provided (10 points) TOTAL 100 POINTS MAXIMUM

  21. Notes on Advocacy • The Tennessee Arts Commission receives most of its funding from the state legislature. Communicate your activities, needs and state grant awards to your state senator and representative. • Call, meet with and send letters and emails to your legislators. Thank them for supporting the arts, ask for increased arts funding and invite them to your events. Put them on your mailing lists. • Become a member of Tennesseans for the Arts (the state’s arts advocacy organization) at www.tn4arts.org. • Promote the sale of specialty license plates. (Brochures available from TAC.)

Notes on Financial Statements • EVERY APPLICANT (except K-12 public schools) MUST SUBMIT A FINANCIAL STATEMENT of arts activities. • As stewards of public funds, we must review your arts operations and need this information to make an adequate evaluation. If you do not provide the correct information in the correct format, your funding chances may be damaged. • Government entities (libraries, city/county parks & recreation departments, etc.) MUST submit a financial statement showing arts activities only (instead of entire budget). • A city/county budget showing a single line item for your department is not acceptable. A report showing the accounting of your arts activities must be submitted. • Colleges and universities must submit a financial statement for the arts activities of the department making application. No exceptions.

  23. What is a Financial Statement for ABC? • Financial statements must be limited to a single page (no exceptions). • Must include the period covered by your organization’s most recently completed fiscal year. • Must show a beginning balance, itemized list of income and expenses, ending balance, and explanation of the method of accounting used. • Most applicants will need to type up a new document to meet these requirements.

  25. Congrats! You got a grant! Now what? • Grant award notices will be made by phone, mail or email by Thursday, October 15, 2010. • ABC projects may begin no earlier than Oct. 15, 2010. • Be prepared for a lot of paperwork – revised budget, contract, request for funds, report of expenditures, Title VI assessment, grant evaluation, etc. • Returning late or incomplete paperwork will negatively affect future funding. • Projects must be complete and paperwork must be closed out no later than June 15, 2011. • Closeout paperwork must be completed within 30 DAYS OF FUNDED PROJECT or by June 15, 2011, whichever comes first.

  26. Please remember:ABC grants are administered by your LOCAL DESIGNATED AGENCY. Do NOT send your application or any grant materials to the TN Arts Commission, as this will delay processing and may jeopardize your funding.
