  2. According to the Phase II ARRA guidance, Idaho must collect each district and public charter school’s teacher evaluation model and policy. These models and policies must be made available to the public via the State Department of Education (SDE) website no later than September 30, 2011. Teacher Evaluations

For districts and public charter schools that have submitted a teacher evaluation model and policy and received approval, you do not have to do anything further in relation to the submission of your teacher evaluation model and policy. For those who have submitted teacher evaluation models and policies but have yet to receive approval, the SDE is still in the process of reviewing these plans and will be contacting you shortly with approval or recommendations for revision. For those that have submitted extension letters, you will need to submit your model and policy by August 31, 2010. Teacher Evaluations

  4. The Phase II ARRA guidance requires the State Department of Education to collect each district and public charter school’s principal evaluation model. These models must be made available to the public via the SDE website no later than September 30, 2011. These models must be submitted to the SDE by August 31, 2010. Principal Evaluations

In addition to posting teacher and principal evaluation models online, the SDE must collect specific data on all teacher and principal evaluations to be in compliance with the new Phase II ARRA SFSF requirements. The state must make this information available to the public via the SDE website no later than September 30, 2011. Collecting Statistical Data

The state will begin collecting this data from Idaho public school districts and public charter schools through the statewide longitudinal data system, known as the Idaho System for Educational Excellence (ISEE), in March 2011. This will ensure the SDE is able to collect this data and publicly report it on the website by September 2011, as required under federal guidelines. Collecting Statistical Data

Districts that are piloting the new teacher evaluation model and policy based on Charlotte Danielson’s Framework in the 2010-2011 school year will need to report the statistical results on teacher evaluations for teachers evaluated under both the pilot project as well as teachers evaluated under your current evaluation system. Districts must report on all principals starting with the 2010-2011 school year using the current evaluation system used in your district. Collecting Statistical Data

  8. School districts and public charter schools must submit data for all teachers and principals currently employed. The State Department of Education will ensure the privacy of Idaho teachers and principals is protected in accordance with Idaho Code 33-518 and IDAPA 08.02.02.120. To ensure this privacy, teacher and principal information will be reported in aggregate only and will not be reported publicly for districts or public charter schools with fewer than five (5) teachers or five (5) principals.   12. The four ratings for teachers and principals being used for data collection adhere to the Charlotte Danielson framework. Your district or public charter school may have adopted ratings other than the four listed above. In these instances, please enter your districts equivalent to the four ratings identified. Collecting Statistical Data • In understanding that school districts are in the early stages of being able to consistently identify teaching at the various levels, the SDE will be reporting data our website as Proficient and Non-Proficient for the purposes of meeting the federal reporting requirements.

Collecting Statistical Data • Beginning in October 2011, the Idaho State Department of Education will be looking to expand the data collection related to teacher evaluation. • The data gathered through this expanded data collection process will be valuable in working with Colleges of Education to improve teacher preparation programs and to identify professional development needs in Idaho.

  15. Collecting Statistical Data • This expanded data collection will include identifying performance levels for all teachers in all four Domains: • Planning and Preparation, • The Classroom Environment, • Instruction, • Professional Responsibilities.
