STFC Safety, Health and Environment (SHE) Codes • SHE communication is an area the STFC needs to improve and a simple demonstration of effective safety management – e-mails alone are not enough • This package is one of a series of STFC SHE Code – updates, revisions and launches. • Simple presentations will be available for all Codes and should be used by STFC Managers at all levels to cascade the key messages to all staff and contractors.

Simplified format for SHE Codes • To aid their communication and understanding - simple language and clear responsibilities • Purpose – why the code exists • Scope – where it does and does not apply • Definitions – of key terms • Responsibilities – set out by role – read the part applicable to you, simple languageAppendices - specific to the code but include standard appendices for the training relevant to the code, and an audit checklist

  4. Radioactive sealedsource management • Radioactive sealed sources are frequently used in the STFC. • The STFC places very high importance on their control. • Keeping, using and transportingradioactive substances are subject to: • the Radioactive Substances Act 1993 • the Ionising Radiations Regulations 1999 • the High Activity Sealed Radioactive Sources and Orphan Sources Regulations 2005

Application of the code • This Code applies to all sealed, or closed radioactive sources owned by the STFC or used by the STFC on STFC sites, and covers their: • purchase; • storage; • use; • movement & transport; and • disposal. • STFC tenants are required to register sources in their own name and inform the STFC

Key points • Site Radiation Protection Adviser (RPA) will provide advice and guidance on all aspects of radioactive sealed source management • All sources must be under the control of a competent Radiation Protection Supervisor (RPS)/Authorised Source Holder • Strict inventory records must be maintained of source location in a Master Source Register • Div. Head/Group leaders/Managers to ensure: • all sources are controlled by ‘Local Rules’ approved by the RPA; and • all sources, when not in use, are kept in secure ‘Local Store’ approved by the RPA

Key points • The purchase of all new radioactive sources must be approved by a Director and managed by the site RPA • Site RPAs to maintain a Central Store for all sources and undertake a leak testing programme • All incidents or near misses involving radiation must be reported to SHE Group, through SHE Enterprise • Site RPAs maintain relevant Authorisations and Registrations associated with radioactive sealed sources

Key points • Read the part of the Code relevant to you • If you use sealed sources • Do you know who your RPS is ? • Do you know your ‘local rules’ ? are they up to date, reflecting current practise and are they followed ? • If you are responsible for a sealed source(s) • Is your local source store(s) secure ? • Are your source records accurate and up to date ?

SHE Training • Recognising the importance of competence in safety management - an appendix to each SHE code lists necessary training • Training appendices should be used by managers and staff when considering new hazards or in general as part of Annual Performance Reviews (APRs)- see SHE Code 10 ‘Provision of SHE training’ • As each code is launched relevant training will be set up for staff to book • To book this training contact your local SHE training contacts: - RAL 8288 - UKATC 8325 - DL 3600 - Swindon 2061
