  1. Towards an Information Society for All: Better lives, better communitiesBritish Council, Bucharest, 14-15 October 2004 Name of project: nimbus @ anina City, country: Anina, Caras Severin County, Romania Presenter: Lesley Andrews, Gabi Barna “In the midst of despair [EOS] offers a ray of hope” Dr Anis Dani, Lead Social Scientist World Bank

  2. Mining Community of Anina • Anina; A Disadvantaged Community: • Faced with mine closures resulting in high unemployment (50%) • Isolated enclave • Little economic future • Population of 10,000 • Schools: • 4 General Schools providing compulsory education (primary and lower secondary) • 1 high school

  3. Aim of project Through the use of ICT in education the project provides an opportunity for all young people in Anina to develop: • social and entrepreneurial abilities • the competence to use information and communication technologies (ICT) • the abilities required for participation in the new age of information and knowledge

  4. Project Planning EOS ensured availability of: • Hardware • Generic Educational Software • Teacher training programme • Trained and Accredited Teacher Trainers EOS established partnership with: • County Education Authorities • Town Hall (Mayor and Deputies) • Schools (Principals and Teachers)

  5. Project Implementation Activities: • 50 computers with generic educational software distributed between all schools (incl technical support). • a ‘troubleshooting’ course provided to ensure that the schools can resolve technical problems. • One year teacher training programme provided for 50 teachers to develop: • Teachers’ understanding of generic applications • use of ICT by pupils across curriculum • ICT capability for teachers and pupils

  6. Management and Funding • Project Management • Project managed by EOS Romania • Consultancy provided by EOS UK • Project Funding jointly provided by: • British Embassy in Romania • EOS UK

  7. Outcomes/results • How did the project succeed? • Computers with software installed in every school • 38 teachers completed training programme • School Directors participated in training programme • Local authority representatives participated in programme • Young pupils in compulsory education now use computers in learning • What were the challenges overcome within the community? • Local government support • Tendency to think that ICT is a subject to study i.e. ‘Informatics’ rather than a tool to be used in all subjects • Didactic education system • Training had to be delivered during weekends and holidays • Winter conditions uncomfortable for trainers and participants

  8. Outcomes/results • Challenges at the macro level: • Essential to have support at national, governmental, level • Didactic education system • Rigid and prescriptive National Curriculum • ICT access in compulsory education essential for social inclusion

  9. Lessons learnt • Romanian teachers are keen to learn new approaches but are constrained by the rigid national curriculum and didactic system. • Teachers with great enthusiasm have acquired the ability and understanding to use ICT in the classroom but they often lack the confidence to try the more complex ICT applications eg databases and spreadsheets. • Some teachers found it difficult to understand the difference between the study of ICT as a subject (Informatics) and the use of ICT as a tool in the learning process

  10. EOS Centre for Lifelong Learning, TimisoaraFuture developments • With the support of Microsoft and other partners: • Teacher training courses (accredited by MER as part of a national in-service training programme) through: • Continuous programme of ‘teacher training’ in the Centre • Outreach training through a Mobile Training Unit proposed for teachers in rural areas • ‘Train-the-Trainer’ programme proposed in Timis and other counties • Development of Community Education
