  4. FORCE HQ U N M E E Four principles of the Quick Impact Project • Duration less than 3 months • Caused by the effects of war • Maximum budget is $15,000 • Temporary Security Zone (TSZ) + Adjacent Areas Impartiality: QIPs should be located equally at the both countries

U N M E E QIP Funding Total amount of money allocated to CIMIC, 1,600,000 USD, since the beginning of mission: • Initial Assessed Budget $700,000 • Norwegian Trust Fund $250,000 • 2nd Norwegian Trust Fund $250,000 • Dutch Trust Fund $200,000 • Irish Trust Fund Euro 200,000 Out of these financial recourses CIMIC has currently 42,500 USD left, which is already allocated to QIPs The third Norwegian Trust Fund $250,000 has been decided to allocate as a further contribution to QIPs of UNMEE

UN Civil-Military Coordination • DPKO: UN Civil-Military Coordination is the system of interaction, involving the exchange of information, negotiation, de-confliction, mutual support, and planning at all levels, between military elements and humanitarian organizations, development organizations and the local civilian population to achieve respective objectives

  20. Liaison & Information Management • The sharing of information lies at the core of all coordination • CIMIC success depends on the quality and quantity of information exchanged • Forms: • Joint Assessments • Joint Planning • Coordination meetings • Joint monitoring an evaluation

Mutual Support & Joint Operations • CIMIC Joint Operations refers to those instances where two or more components undertake joint action • For instance • when PKF provides a security escort for a WFP convoy • When PKF assists UNHCR by provides potable water to an Refugee/IDP camp • When PKF, WHO and NGOs undertake joint medical assessment

Civic Action & Confidence Building • Improving the confidence the parties, local administration, population and external actors have in the peacekeeping operation and the peace process • Examples: • Public Information, e.g. pamphlets • Cultural, Social & Sport, e.g. soccer tournament • Rehabilitation (QIPS), e.g. fixing roof of a school

Multiple Outcomes • Practical Example: Rehabilitation of a School • A successful CB project should achieve much more than, e.g. the physical rehabilitation of a school • Contribute to the development and identification of community leaders; • Facilitate the creation of networks that will be conducive to future projects • Create opportunity for community to celebrate positive developments • Strengthen the relationship between the PKF, community and other internal and external partners
