  2. We express our sincere gratitude to UGC for the steps taken with adequate financial incentive to draw best of brains in academic field. We also feel that there should also be adequate and commensurate financial incentive to attract best of administrative brains to Academic administration from in service Associate professors. We are representing the principals those who are directly recruited in accordance with the UGC guidelines and serving in the pre revised pay scale of Rs. 16400-450-20900-500-22400 and to be recruited directly in compliance with the UGC Guidelines and Regulation, 2009 in the pay band of Rs 37400-67000 with AGP of Rs. 10000 and to be fixed not below Rs. 43000. Further, we are representing the principals those who are shouldering both academic and administrative responsibilities, also discharging the responsibilities as Nodal Officers of implementation of the plans and programmes formulated by the UGC, University, & Government for upgradation and improvement of the academic standard of higher education of this great nation.

We are also representing the principals those who are imparting instructions providing research guidance and devoting their limitless time and energy not only for smooth conduction of academic and administrative affairs but also the financial affairs of the institutions. We are representing the principals those who have offered themselves for the selection and recruitment as principals to shoulder Herculean task, should be provided with such pay and benefits which would be higher than the pay what they could have earned with only academic assignments on prescribed CAS system As per fitment Table 5 published by MHRD, initial basic pay of a principal will be Rs.40890. While an Assistant Professor (with PhD) after serving 15 years will also draw basic pay of Rs. 40890. Only difference is in AGP of Rs. 1000 only. Under the above facts and circumstances, our representation before Expert Committee are as follows:

  4. We would like to draw your kind attention to the draft UGC regulation published in September, 2009 – page 4, point6.6.2. “PRINCIPAL OF POST GRADUATE COLLEGES: ……. Posts of Principal in Post Graduate Colleges shall also be in the Pay Band of Rs.37400-67000 with AGP of Rs.10000, plus a Special Allowance of Rs.3000 per month and shall also be fixed at a stage not below Rs. 43000 as in the case of directly recruited Professors. All Principals in service shall be appropriately fixed in the Pay Band with the AGP of Rs. 10000”. Our humble submission before you that In service Principals those who were in the pre-revised scale of Rs. 16,400 – 450 – 20,900 – 500 – 22,400 should be fixed not below Rs. 43,000 corresponding to the initial basic pay of Rs. 16,400, and a separate fitment table be published for the incumbent principals without any bunching to safeguard the interest of the senior principals accordingly.

  5. We are also grateful because UGC in the said draft regulation treated the Principals at par with directly recruited Professors. But we sincerely feel that the Commission while fixing the minimum pay overlooked the change of AGP after 10 years of service both in the pre-revised scale of 16,400–450-20900-500-22400 and in the revised pay band of 37400 – 67000 of the incumbent principals those who have similar period of service in the aforesaid scale and pay band. Further, it may also kindly be considered that the only one upgradation of AGP from Rs. 10000 to 12000 for the Principals will logically justify the AGP hierarchy of all cadres under different pay bands.

  6. Special Allowance as prescribed may kindly be replaced by SPECIAL PAY of Rs. 5000. This will bring it out of the discretionary power of respective state governments. (Ref. : Page 41, point No. 6.6.2 of UGC draft Regulation, Sept. 2009)

  7. Service in principal’s post should not be made term bound for 5 years. (Ref.: Page 32, point No. 5.1.6 of UGC draft Regulation, Sept. 2009) We strongly suggest that a principal should work and implement long term plans and programmes. Therefore such principals never can be appointed for 5 or 10 years tenure. It may jeopardize the growth of higher educational institutions.
