The need to develop an integrated training and employment promotion system that takes into account needs of the poor within local economic and social development goals Laws & regulations, TVET system based on labor market needs, social partnership, social security, Credit System , etc. Expanded Markets participate in the economy Promote employment, incomes, generate savings, send children to school, etc. Current Practice Integrated programmes piece-meal, reactive, dole out programs & services alleviate sufferings but do not solve poverty FORMAL ECONOMY Integrated and coordinated education,training and employment promotion programs based on a policy and methodologies suitable to the economic needs, capabilities, capacities, and culture of the rural areas and the poor. TREE CONCEPT ? fight

What is TREE TREE is a tool for promoting local economic development that emphasizes the central role of knowledge and skills in modern day employment growth and thereby also the crucial role of training as part of an integrated package of actions to create new economic and employment opportunities for the poor/disadvantaged individuals and groups, TREE is a tool for identifying, designing and implementing training and post training assistance programs for (self-) employment and income generation at the local level TREE is not a training programme in itself, rather it suggests a methodology to the design and organization of a particular type of the integrated programme directed towards local economic development and employment promotion through training intervention as an entry point and organization of relevant post-training support.

Some issues being addressed by TREE formal sector communities individuals community groups DEVELOPMENT ISSUES Obtain Decent job Assist members INTEGRATION ISSUES How to: acquire appropriate knowledge and skills, tools, machines; produce better/competitive products, goods & services; where to getcapital; how to market, expand business, manage own means of production, etc. How to: manage their groups; provide democratic leadership; obtain social security; generate group capital; establish & manage common facilities; how to link with formal markets, external resources, technology, etc. How to: Develop socio-economic potential, markets, public services & raise capital, how to generate public support & cooperation on community activities specially those related to social & economic undertakings, how to enhance community awareness on common development issues, etc. How to: secure commitments of relevant support agencies or programs, credit, technology, markets, training, and other needed support infrastructures, etc.
