  4. Background The national eradication of mud schools and other inappropriate structures was identified in President’s 2008 State of the Nation address as a national priority

History of IDT’s participation in the Eradication of Mud/Inappropriate School Structures Participation in the Public Works funded programme for urgent school construction using alternative construction technologies: 2010-2011 Participation in the National Eradication of Mud Schools and Inappropriate Structures Programme funded by the National Treasury (Provincial Grants): 2009-11 MTEF Period An IDT funded programme in which IDT contributed Programme Management expertise as well as R150m for actual school infrastructure: 2008 - 2010 Participation in the Provincial school-building programme funded through the Infrastructure Grant to Provinces (IGP): 2000 - 2011

National Treasury Funded – Eradication of Mud/Inappropriate School Structures National budget R2.7bn over MTEF 2009-2011 IDT designated as preferred Implementing Agency IDT engaged by 5 provinces: Scope of programme - 67 schools IDT appointment value R565m over 2009-11 MTEF with total expenditure of R480m (as at 31 March 2011) 32 schools completed 2,762 job opportunities created

IDT Funded Mud/Inappropriate School Structures Eradication Programme (R150m) • Projects across 8 Provinces • Entailed 19 schools and 20 ablution facilities • 1,728 job opportunities created • Additional facilities: • School furniture (15 schools) • Fully equipped IT laboratories (7 schools, 225 computers) • Solar power (2 schools) • Wastewater treatment & recycling plants (4 schools)

Public Works funded – Alternative Construction Methods • R130m Funding from NDPW Capital Works Prog • Alternative and sustainable construction methods piloting (SABS/Agrement certified) aimed at: • Increasing speed of construction • Lower costs of construction • Improve job creation for vulnerable groups • Response to CoGTA request to NDPW to assist with school restoration following natural disasters • Projects being implemented: • 10 schools in Eastern Cape • 2 schools in North West • Schools specifications includes classrooms, admin block, resource centre (library and corporate lab), science lab, kitchen, fencing and paving

  18. Conclusion The IDT has contributed, but is not the driver/ responsible government structure for the Mud/Inappropriate Structures Eradication programme. NDBE & Provincial DoEs are responsible Recently DBE was allocated R8.2 billion over 2011-2013 MTEF period for an Accelerated School Infrastructure Delivery Initiative (ASIDI). IDT is currently in discussion with NDBE for possible participation As outlined in the IDT Service Delivery Model, the IDT’s work and products are dependent on the programmes it has been contracted to implement by the client department A list of schools completed in the 2010/11 financial year is attached for information purposes.
