  6. Graduation Rate • Currently collected on the School Report Card • Definition: ‘03 Grads / (‘99 Fresh + XferIn - XferOut or Died) • IDEA definition: Grads / (Grads + Certif + Dropouts + Died + Max’d)

  7. Recommendation • Use School Report Card definition of Graduation Rate for Continuous Improvement and for reporting results to the public and LEAs

  8. Dropout Rate • Dropout counts are currently collected in (at least) three places: • FACTS • School Report Card • End of Year Report

  9. Dropout Rate • FACTS • Special Education students only • High school only (other exit codes for all grades) • School Report Card • IEP and non-IEP students combined count • High school only

  11. Dropout Definition - FACTS • “Dropped out (age 16 or older). This code includes students who are not attending the schools of the district as expected, i.e., most districts have a policy of dropping a student from the roles after a certain number of days of nonattendance.

Dropout Definition - School Report Card • “A ‘dropout’ is defined as any child enrolled in grades 9 through 12 whose name has been removed from the district-housed roster for any reason other than death, extended illness, graduation, or completion of a program of studies and who has not transferred to another public or private school...

  19. Recommendation • Use School Report Card definition of Dropout for Continuous Improvement and for reporting results to the public and LEAs • Disaggregate dropout counts by IEP and non-IEP on the School Report Card (8. HIGH SCHOOL DROPOUTS)

  20. Dropout Rate Definition - OSEP • OSEP defines Dropout Rate as: • number of students who dropped out / number of students leaving school • Essentially, the percentage of school leavers who are dropouts

  21. Recommendation • Calculate Dropout Rate as: • number of students who dropped out / number of students in grades 9-12 • Example as defined above: • 10 dropped out, 400 enrolled: 2.5% • Example using OSEP definition: • 10 dropped out; 100 exited: 10%

  22. Suspensions/Expulsions • End of Year Report Page 2: • Suspensions are disaggregated by gender, ethnicity and number/length of suspensions • Expulsions are disaggregated by gender, ethnicity and elem/high school • End of Year Report Page 3: • Data for OSEP TABLE 5 (Discipline)

  23. Recommendation • We would like to use the End of Year Report Page 2 data for Continuous Improvement and reporting to the public • This may be replaced with a new data collection tool • Need more information on new tool

  24. Recommendation • Collect End of Year Report “Page 3 Data” in FACTS • Prepare data for TABLE 5 reporting from same source as other OSEP reports • Already have detail by disability and ethnicity • Add new data elements

  28. Transition Goals and Services • Currently collected on the Transition Data Collection form for students 14-21 • Collected by districts from IEP data and sent to Transition Planning Committees (TPCs) • Compiled by county and forwarded on to the Office of Rehabilitation Services (ORS)

  29. Recommendation • Include Transition Goals and Services in FACTS • Send data electronically to the TPCs • Use data at ISBE for Continuous Improvement

  30. Transition Outcomes • Desire to report actual, not anticipated, outcomes • Post-secondary enrollment in college or university • Employment • A truer measure of the effectiveness of Special Education programs and services

  31. Transition Outcomes • Career and Technical Education is currently doing this • Enrollment data from state databases • Employment data from Illinois Department of Employment Security (IDES) and other sources • The lynchpin to this data is: Social Security Number • Currently collected in ISIS

  32. Recommendation • Collect SSN in FACTS • This cannot be mandated • Currently available in EDWin and being collected by several districts • We will “piggyback” our data requests with CTE’s

  33. Other Data Recommendations • Collect School (Building) code in FACTS • Provide more level of detail (granularity) • Report in a manner similar to School Report Card • No Child Left Behind required accountability at the school level

  34. Other Data Recommendations • Require the collection of District Student ID in FACTS • The new Student Information System will interface with FACTS • SIS will match students in districts’ School Administration Packages and assign a statewide ID • Using the District Student ID in FACTS will facilitate the cross-walk between FACTS and SIS

  35. Data Recommendations - SIS • Make certain “codes” are aligned • e.g., exit codes, etc. • Add Transition Data
