  1. Leicester City Council Leaders in Sustainable Energy

  2. Monitoring Leicester City Council spends over £8 million a year on energy and water requirements for its own premises. Its building stock is extremely varied and includes swimming pools, schools, offices, libraries, museums and district heating for housing estates. The Energy Management Team administers more than 3,000 individual energy accounts. Close monitoring of these resources is absolutely essential if costs and consumption are to be controlled properly. Monitoring and target setting represents a very low cost method of saving energy and yields a very high rate of success.

  3. Leicester City Council Leicester City Council has some very ambitious environmental Commitments to reduce energy and water in its buildings ‘Leicester is committed to halving the amount of energy it was using in 1990 by 2025 and aims to get 20% of all its energy from renewable systems by 2020’ For many years Leicester City Council has played an active role in encouraging and supporting measures which, protect our environment. This was recognised in 1990, when Leicester became Britain's first “Environment City”. Leicester City Council has since adopted a number of "green" policies, ensuring that its own services and activities meet the high standards it encourages others to adopt.

  4. automatic Monitoring&Targeting “is…. a systematic procedure for detecting (and helping to diagnose) wasteful use of energy, water and other consumables” aM&T Automatic Collection and processing of energy and water data Targeting energy usage with the aim of reducing consumption Monitoring, reviewing and checking of data Automatic Utilities Auditing

  5. Meters Data Bird Local Logger Radio Antenna Central Receiver / Data Logger Computer Modem Intelligent Metering System Energy Metering Technology

  6. KEY Central Receivers / Data Loggers Local Loggers Council Offices Sports & Leisure Facilities Schools & Colleges Museums & Libraries District Heating Scheme Community Homes Business Overview of Leicester

  7. The Benefits • Automatic collection of meter readings • Automatic analysis of data to identify exceptions • Simple / Graphic presentation of energy and water data • Timely & accurate energy management information • Better information / customised advice • Verify savings as a result energy efficiency improvements • Bill validation / verification • Benchmarks

  8. Bill validation / verification

  9. EU Energy Performance of Buildings Directive (EPBD)

  10. Types of Exceptions & Alarms Signature Targets Weather Dependent Targets Constant Targets The above targets also include a calendar of applicable days

  11. Signature Profile High usage alarm Continuously learns the signature consumption profile – using the shape of past consumption profile to predict future consumption

  12. Weather Dependent Profile Heating manually switched ‘ON’ to constant

  13. Constant Profile Laundry building closed and relocated in Home

  14. Baseload Analysis Compares consumption over unoccupied / occupancy periods Unoccupied Period Unoccupied Period - League TablesElectricity, Gas & Water Occupied Period

  15. Compares consumption over unoccupied / occupancy periods

  16. Monitoring Profiles Saving 2,978 m3 & £5,778 per year

  17. Leak repaired Saving 9,638 cubic metres and £15,420 per year

  18. The flow of water was restricted to the urinals. The site has been advised to install controls. Saving opportunity 4,467 cubic metres and £7,148 per year Saving 2,715 cubic metres and £4,344 per year

  19. The gas usage does not reflect the buildings operational hours (Office hours). The gas usage is ‘ON’ constantly and never shuts ‘OFF’ even on holidays. (WASTAGE)

  20. New timer installed Still operating 7 days a week Heating Operational 7 days a week Building occupied 5 days a week Heating now ‘OFF’ at weekends Continuous heating 24/7 Site unaware of this situation Timer / controls failed

  21. 740,000kWh & £14,800

  22. Swimming pool covers • Project Benefits • Energy, Financial and CO2 Savings • Reduced building fabric damage • Potential to reduce mechanical ventilation • Project Summary: • Installed motorised swimming pool covers to ensure that staff can use the covers with minimal effort. • Reduced evaporation losses during unoccupied periods.

  23. Variable Speed Drives Annual Saving of 240,000 kWh & £18,000

  24. Boiler Replacement Annual Saving of 70,000 kWh & £2,200

  25. Lighting Controls

  26. Cossington Street Leisure Centre Evaluating the efficiency of equipment Solar Thermal System

  27. Opportunities • Ability to self-bill for energy and water • Negotiate better rates for energy and water • Identify buildings that require energy efficiency improvements • Encourage and stimulate energy efficiency investment • Pro-active maintenance using energy data • Streamline our energy and water monitoring • Change behavioral attitudes with a view to adopting a more sustainable lifestyle.

  28. End to End System Savings Actions Measure Analyse • Half Hourly Data: • Electricity • Gas • Water • Heat • Temperature • Energy Management: • Exception Reporting • Standard Reports • Bill Validation • Supply Negotiations • Benchmarking • Empower Building Users to Make the Right Decisions: • Operational • Maintenance • Investment

  29. Knowledge is Money! Knowing what an organisation is consuming at any given time is one of the most effective ways of achieving savings. £ “If you can’t measure it you cant manage it” !
