Methodology and Selection Criteria 1 “Preliminary Energy Audits”prepared by SEEA trained energy auditors – visiting nominated buildings, determining current situation, suggestion of potential ee measures to be implemented, selection of optimal package of ee measures according to investment and pay-back and estimation of preliminary investment ee package 2 Ranking buildings according to preliminary investment and pay –back value 3 List of selected buildings, i.e. “scope of the Project”, made by line ministries 4 Based on the scope of the Project, Technical Consultant (TC) is selected for design, producing bidding documents, supervision and for monitoring “before” and “after” implementation of ee measures

Methodology and Selection Criteria 5 Based on 1, visits to schools and coordination with schools administrators and local authorities, TC recomends acceptance or revision of the originally proposed energy saving measures and makes “Evaluation Reports” for each school with suggestion of measures package and estimation of investment costs 6 Monitoring “Before” 7 Procurement procedure and selection of Contractor for works 8 Monitoring “After” and preparation of “Final Report”

Techical Improvements in Specifications PVC White Profiles • Six – chamber, window frame 86 – 88 mm • Lead free • Non recycled (Rehau, Veka) or recycled in inner parts (Profine) • U value is 1,1 W/m2K – compared between Rehau, Profine and Veka, Profine has U = 1,0 W/m2K (others have 1,1 W/m2K) • Guarantee – 10 years PVC Colored Profiles • Colored profiles are to be generally all-around reinforced • Guarantee – 5 to 10 years Instead of coloured profiles: ALUFUSION Al (outer part of profile) plus PVC (inner part of profile)

Techical Improvements in Specifications Façade thermal insulation • Stone wool contact façade • Thermal insulation is mineral/stone wool, thickness d=10 cm • Instead silicate, façade finish layer shall be silicone plaster, minimum grain size 2mm • The contact façade installation procedure has been specified, and shall be done in accordance with façade manufacturer’s instructions • Works should be performed by qualified and appropriately trained workers (certified by façade system manufacturer) • Guarantee – 10 years
