Trans Sahara Counterterrorism Partnership (TSCTP) Overview Approved by National Security Council Deputies Committee in Jan 2005 Built upon success of the Pan-Sahel Initiative (PSI) Broadened to an Interagency effort: 3-D’s State Department (Lead Agency) U.S. Agency for International Development (USAID) Defense Department (OEF-TS) Ten country “regional” approach to counter terrorist ideology Algeria, Burkina Faso, Chad, Mali, Mauritania, Morocco, Niger, Nigeria, Senegal, and Tunisia

TSCTP Overall Objectives Strengthen regional counterterrorism capabilities Enhance and institutionalize cooperation among the region’s security forces Deny public support and sanctuary for terrorists through strategically targeted development assistance Promote good governance Develop public diplomacy strategies to defend good governance and values and discredit terrorist ideology Strengthen bilateral military ties with the countries of the Maghreb and Sahel

OEF-TS Train & Equip Methodology • Develop the organic capacities of each Partner Nation in key areas • ‘Building Block’ approach to capacity-building • ‘Modular’ approach to packages within the individual programs • Provide a self-sustainable capability for select African nations to conduct: • CT, Improved Air Ops, Military Intelligence, Maintenance / Sustainment, • Command and Control, CMO, FARP / Emergency Refueling, etc. • Regional operations in critical functional areas • Develop • Regional Centers of Excellence (COEs) to provide focused support • Nascent CT units for emerging TSCTP Partner Nations • Leverage • Existing Partner Nation agreements for combined operations • Multi-lateral operations to leverage key assets region-wide • Stress • Multi-lateral participation in FLINTLOCK exercises • Regional Cooperation
