DSHS Role • Immunization System - Public/Private Partnership • Goal is to increase and sustain high vaccine coverage levels for children, adolescents and adults • Through policy and rules development • Ongoing dissemination of immunization information and public health benefit of vaccines • Keeping children as the top immunization priority

Nationally Proven Strategies to Raise Vaccine Coverage Levels • Promote a medical home for all children • Maintain a statewide immunization registry • Use reminder/recall notice systems • Conduct increased public education • Conduct increased provider education • Develop and maintain effective public/private partnerships

Operations That Support Increasing Coverage Levels • Texas Vaccines for Children Program (TVFCP) • ImmTrac • School and child-care facility immunization requirements • Contracts with Local Health Departments (LHDs) and Federally Qualified Health Centers (FQHCs) • Use partnerships to educate providers using brochures, website, trainings/seminars, and information distribution

  7. Operations (continued) • Educate the general public through literature, media campaigns and toll-free hotline • Use disease surveillance to detect disease incidence and guide implementation of interventions • Continue increasing community and statewide stakeholder collaborations

Vaccine Purchasing Policy • Vaccine purchases are made in accordance with federal and state purchasing guidelines and rules • As good stewards of taxpayer dollars, DSHS purchases the lowest-priced vaccine when more than one vaccine with the same disease protection is available and the prices are different • Purchase equal amounts of the above vaccines when the prices are the same • TVFC providers may choose between single vaccines and newer combination vaccines

Seasonal Influenza Vaccine • DSHS roles • Distribute vaccine to TVFC providers to vaccinate eligible children and adolescents • Provide safety net for adults through regional clinics • Disseminate vaccine supply and availability information and recommendations through stakeholders • Local Health Department Role—use local funds to serve their communities

  10. Seasonal Influenza Vaccine Availability for 2006 Season • Total doses expected in Texas—8 million • Majority of these given in private sector by physicians and pharmacies • Texas Vaccines for Children doses—400,000 • DSHS Adult Safety net doses—110,000

Texas Pandemic Flu Preparation & Planning Milestones • July – October 2005 – DSHS conducted meeting with various stakeholder groups to discuss development of Texas Pandemic Influenza Plan • October 25, 2005 – DSHS released draft Texas Pandemic Influenza Plan & posted on DSHS Internet for public comment period until December 2, 2005 • December 12, 2005 – DSHS held breakout discussion sessions at a Pandemic Influenza Conference • March 27, 2006 – DSHS held Pandemic Influenza Summit with U.S. Health and Human Services Secretary Leavitt in Austin • May 2006 – DSHS convened an expert panel to discuss and analyze possible use of antivirals in response to pandemic flu

Texas Pandemic Flu Preparation & Planning Milestones • June 5, 2006 – Plan sent for review by Governor’s Department of Emergency Management • August 1, 2006 – DSHS submitted intent letter to U.S. Department of Health and Human Services (HHS) to purchase up to approximately 2.3 million additional antiviral courses • December 31, 2006 – DSHS must submit a plan to CDC including number of antivirals Texas intends to purchase, when purchase would be made, how they would be stored, managed and distributed in the event of a pandemic • February 1, 2007 – Texas Pandemic Influenza Plan due to U.S. HHS • December 31, 2007 – Deadline for ordering additional antivirals
