  3. Standards are producedby: • Interestedparties • Manufacturers • Users • Consumers • Regulators (inspectionbodies) • Advisers • Through a Transparent, Open and Consensus basedProcess!

  4. Is a European Standard theonly option? • European Standard (EN) • Technical Specifications (TS) • CEN Workshop Agreement (CWA) • Technical Reports (TR) – N/A • Guides – N/A

Technical specifications (1) • Normative document • Variousalternativesthatdon’tallow agreement on a EN standard • Needstocoexist in anticipation of futureharmonization • Providingspecifications in experimentalcircumstances • Providingspecificationsforevolvingtechnologies • TS shallbeannounced at national level • TS maybeadopted as a national standard

  6. Technical specifications (2) • Conflictingnationalstandardsmay continue toexist • TS maynot conflict with a EN Standard • If a conflicting EN is publishedthe TS is withdrawn (!) • No limit forlifetime of a TS • Review intervals are not more than 3 years start frompublication date

CEN Workshop Agreement (CWA) • An agreement developedandapproved in a CEN Workshop (WS) • WS participationalsooutside Europe • CWA has notthe status of a EN Standard • No obligation at national level • CWA may NOT conflict with a EN Standard • If a conclicting EN is publishedthe CWA shallbewithdrawn • Fastandflexible development (average 10-12 months)

Steps todevelop a European Standard (1) • Proposaltodevelopan EN byanyinterested party / CEN member • Appoint a Technical Committee (TC) by CEN Technical Board • TC makes a New Work Item Proposal (NWIP) • Acceptance of the NWIP by CEN Technical Board (TB) • Member countries stop allactivitywithin scope (no new projects nor revision of existing Standards at National level = Standstill) • TC makes a Business Plan tobeapprovedby CEN Technical Board • Drafting / developingthe EN by experts within a TC (long proces)

Steps todevelop a European Standard (2) • Enquiry – Public comment at national level & weightedvote • Commentsfrommanufacturers, public athorities, users tonational boards • National boards / CEN members submit a nationalposition on receivedcommentsto CEN • Comments are analyzedby CEN Technical Body / Technical Committee • IfEnquiry shows approvalforthe EN thenthe Technical Board candecidetopublishthe Standard.

Steps todevelop a European Standard (3) • Adoption byweighted “FormalVote” • Enquiry shows that draft EN requirestechnicalreworking (>> comments) • Technical Board decidesto update draft • Technical Committee has tocomment on eachindividualcommentandreworkthe document • TB resubmitupdated draft foranotherweightedvote = FormalVote. • Publication of the EN • Published EN has status of a National Standard for member countries • Member countries must withdraw Standards that conflict withthe EN • Guaranteeseasier access to European market formanufacturers

Steps todevelop a European Standard (4) • Review of the EN • Within 5 yearsfrompublication • Results in: • Confirmation (yes we keep it as it is) • Modification (theworld has changedand we needtoadaptourworld) • Revision (editorial work – adapttoother / new standards) • Withdrawel (Other Standards apply or ourworld is no longerexisting) • 3 yearsfromanapproved NWIP toanapproved Standard!!
