Buyer deposit fee with Patwari and get a copy of ROR (Nakal) of Land being purchased 3. Buyer goes to the Deed Writer – give details of property to be registered 1. Agriculture Land- Buyer goes to the Patwari 4. Deed Writer compute Stamp Duty. Asks for buying stamp papers. Directs buyer to go to Treasury with Challan and Collect 1.   5. Sponsored Projects Buying Stamp papers 5. Buyer goes to Treasury & puts the challan. Treasury man puts head no. of the account with an authorized stamp 6. Buyer goes to Bank. Deposits needed amount. Takes back the challan to Treasury and collects the stamp paper. Deed Writing &Photo Sessions 8. Buyers & Sellers gets their photos prepared from photographer by paying an amount. Both parties paste their photos on the documents/deeds 7. With stamp papers Buyer returns to the Deed Writer, who prepares the required deed like sale deed, gift deed or any other deed. RC puts up papers to sub-registrar for signatures after acceptance. Parties are called by Sub-Registrar alongwith Witnesses 6. Kanungo verify the Mutation entered by Patwari 3. Notices for Mutation attestation are given to Parties. Jalsa-ai-aam is fixed. 4. Tehsildar visits Jalsa-ai-aam and attests the Mutations. 5. Updation in Jamabandi is done due to change of cultivator, type of irrigation etc. if any effected.   9. New automated Process (HARIS ## HALRIS) A shift from Patwari Centric System to Tehsil Centric System • Buyer comes straight to Sub-Registrar Office. Collects Nakal of ROR, gathers information about stamp duty & other needed information 2. Standard deed templates exist in computer, buyer not supposed to go to deed writer any longer. Computer does this job. 3. Buyer does not go to photographer. The photos of Buyer, seller and witnesses are clicked at the time of Registration by the computer. 4. Internal auditor, who used to compare the rates, has become irrelevant as the computer does this work A NIC-Haryana state unit

  10. A 5. After the formalities are done, mutation notices are also generated in addition to three copies of the documents 6. Copies are placed for records, one is given to buyer: new owner, and third goes to Patwari’s record. 7. Mutation is attested and the officer feeds in this information to HALRIS and updating in Jamabandi is done on-line. Sponsored Projects HALRIS – Workflow Processes • (a) Deed Writing through Computer • Standardize templates of different deeds, stored in computer software, • User to fill a Prescribed Performa and give it at the Window. • Draft a deed based on user information. • Show draft deed to user on simple plain paper. • User can modify the draft, if required. Flexibility provided to allow modification anywhere in the document NIC-Haryana state unit

Sponsored Projects HALRIS – Workflow Processes • Deed software also facilitates calculation of Stamp Duty & Registration Fee as per rates. • User to buy the Stamp Papers • Software also facilitates confirmation of landowners from the land records at the time of deed writing wherever applicable • On acceptance, Deed will be printed on stamp papers. • Signing of Deed by parties and witnesses as the case may be. • User to attach requisite Annexes with Deed NIC-Haryana state unit

Deed writers will be informed about the formats. • If non-compliance, deed not to be accepted for registration • Once process of deed preparation through computer stabilizes, the manual deed writing can be dispensed with. Sponsored Projects HALRIS – Workflow Processes • 2: Registration • Registry Clerk checks the document presented & put a stamp saying “Checked and Found Correct”. • Enter Deed into computer and have a photo session for parties & witnesses. • Pick up details from software if deed is prepared on the computer • Enter complete details, If deed is self drafted or prepared by licensed deed writer NIC-Haryana state unit

Sponsored Projects HALRIS – Workflow Processes • Record details of actions/annexes along with other details of the deeds • Verification, and approval for signatures of Registrar/Sub Registrar, • Present approved deed to Sub-Registrar / Joint Sub-Registrar for signature on deed & validation on computer. • Once finalized and validated by Sub-Registrar, a unique code is generated for the registered deed, which helps in identifying the deed uniquely. Sponsored Projects HALRIS – Workflow Processes • 3: Deeds Scanning • Once the registration is done (signing of deed), registered Deeds will be scanned • Store the scanned deed as per unique code of the deed in the computer • This will help in issuing the copies of the registered deeds at a later date. • This process is a separate process, to be executed on a computer having a scanner & document Management Software. Sponsored Projects HALRIS – Workflow Processes • 4: Mutation • (a) Mutation Through Registration • For registered deeds, related to Land Records, details of Registration Number & Date, Khasras affected and remarks “Mutation is Pending” are recorded in Remarks Column of the concerned Jamabandi. • Remarks column is updated immediately after Registration by Sub-Registrar. • Notice is generated and given to parties concerned as well as to concerned Patwari NIC-Haryana state unit

Sponsored Projects HALRIS – Workflow Processes • Mutation sanctioning is given pre-defined number of days from the date of registration. • Once the meeting dates, determined by Sub-Registrar (CRO), is over and the mutations are sanctioned by him, he update the Pending Mutations on computer. • Once Sub-Registrar (CRO) updated the mutation on computer, then it is incorporated in the Jamabandi. Sponsored Projects HALRIS – Workflow Processes • (b) Mutations not coming from Registration • Like inheritance, mortgage without possession and redemption of mortgage which take place through Rojnamcha, are entered directly into the computer as & when required. • Pending mutation is checked at the time of Khewat selection • Only Sub-Registrar (CRO) can edit mutation.   23. Sponsored Projects HALRIS – Workflow Processes • (c) Mutation : Case of Fard Badars • In case of Fard Badars (like Sehat Nam, Ijadi Nam, Sehat Rakba, Ijadi Rakba etc), data is entered in to the computer directly. • Only Sub-Registrar can edit mutation. NIC-Haryana state unit

Sponsored Projects HALRIS – Workflow Processes • (d) Mutation : Case of Court Case • In case of registration Process - Record court cases details and take registration process in normal way. • In case of directly to Mutation - Enter directly, skipping registration process. • In case court case decided on already entered mutation - Retrieve earlier entered mutation and edit as per decision of Court. • Editing allowed to Sub-Registrar (CRO) only NIC-Haryana state unit

Sponsored Projects HALRIS – Workflow Processes • 5: Mutation Reversion • In case of any problem in any of the mutation, reverting facility also provided in the Software. • For example, if five mutations have taken place on a Khewat, then it will display all the five, Sub-Registrar has to give the level up to which reversion is required and accordingly current Jamabandi will be reverted. • This special feature is available only to Administrator user (Sub-Registrar/CRO) NIC-Haryana state unit

Sponsored Projects HALRIS – Workflow Processes • 6: Consignment of Jamabandi • The latest Jamabandi is available at any point of time in system • Once period of a Jamabandi is over, consignment process will be executed. • It will generate new Khewat & Khatauni numbers and will be locked to have read only access. • CD-ROMs will be prepared. Printout of consigned Jamabandi will be taken if required NIC-Haryana state unit

Sponsored Projects HALRIS – Workflow Processes • The consigned Jamabandi will be transferred to e-record room server at District Hq. • CD-ROMs & printed Jamabandi will berecorded in e-Record room alongwith the mutations used for creating the Jamabandi for future references and will be available for next mutations. • Document Manager will maintain record of scanned deeds and sanctioned mutation orders. E-Record Room will keep the record of all electronically consigned Jamabandi and other revenue records. NIC-Haryana state unit

Sponsored Projects HALRIS – Workflow Processes • 7: Nakal (ROR) Services • (a) Through PIFCs • There are two variants of Nakal & on-line query Services. • One produce the Jamabandi Nakal from the current database and the other produce the Nakal from the E-record room. • The Nakal is provided through the PIFCs at the concerned location NIC-Haryana state unit

Sponsored Projects HALRIS Achievements • Patwari & Kanungo, which were the main source of corruption has been eliminated from the process • The Revenue from Stamp Duty has increased from Rs. 300 Crore in 1999-2000 to Rs. 510 Crore in 2001-2002. Avg increase is 40% despite the fact that real estate prices are going down. During 1999-2000 the avg. increase was 8% in-spite of real Estate prices were going up. This is all due to implementation of HARIS component of S/W. • HARIS has forced Collectors/DCs to restructure their Collector rates segment wise, control area wise & Prime area wise NIC-Haryana state unit

Governor of Haryana appreciated HARIS in assembly. • As of now, in Haryana, all Tehsils & sub-Tehsils are functioning on HARIS model as regards the Registration of documents. • HARIS has been successfully replicated in Delhi, Himachal Pradesh, Orisa, Utranchal and has also been taken by J&K. • HALRIS implementation started at one Tehsil each of six districts in Haryana.   34. Sponsored Projects HARIS ## HALRIS:Project Financing & Sustainability • For implementing HARIS, in Haryana, District Red Cross Society have been found handy as Dy. Commissioner is chairman and controller of its functions. • District Red Cross Society is taking service charges from each applicant as budgetary support for sustainability of the project. • State government is generating Rs. 5-6 crores as service charges from HARIS project.   35. Sponsored Projects HARIS ## HALRIS:Project Financing & Sustainability • District IT Society (DITS), again headed by Dy. Commissioner and DIO as Member Secretary, has been formed in each district. • Functions of DITS are performed by District Red Cross society by keeping separate accounts both for income and expenditure • Income from HARIS service charges can only be utilized for legitimate purposes of Land Records maintenance NIC-Haryana state unit

Sponsored Projects HARIS ## HALRIS:Project Financing& Sustainability • All funds for HARIS were raised from these societies • Now 40% of the income goes to Red Cross society, 50% goes to DITS for exclusive use for operations and maintenance of computers, and remaining 10% goes to FCR Office at SHQ for further IT initiatives in Revenue department. • DC is chief controller. It gives him flexibility of using funds as and when required depending upon local conditions; totally decentralized. • It gives much needed sustainability, both financial as well technical.
