  2. Introduction The Department of Biotechnology (DBT), Ministry of Science and Technology, Government of India launched its e-Library Consortium in January 2009. The consortium commenced with 10 DBT core research institutions including DBT (HQ) and ICGEB, New Delhi.

  3. Introduction (.. Contd....) • Department of Biotechnology (DBT), Government of India has currently fourteen (14) research institutions under its fold. All these institutions have separate libraries to cater to the information, both hard copy and electronic, needs of their researchers. • In order to provide information input for research, these libraries have been subscribing to a large number of e-journals and other resources. • Separate subscription by each institute amounted to a vast amount of expenditure and there were many avoidable duplication of resources.

  5. NEED of the DeLCON CONSORTIUM • Most of DBT Institutions Libraries were facing problems of Shrinking of Budget • Ever-Growing Users Requirements • Escalation of cost of Journals and Books • Unprecedented technological advancement especially in the field of information storage and retrieval

  6. DeLCON Consortium • The DBT's eLectronicLibrary CONsortium called as "DeLCON". • The ‘DBT e-Library Consortium’ (DeLCON) has now covered 917 online resources with 20 International Publishers. • Now the existing members of the ‘DeLCON Consortium’ are 33 Institutions.

DeLCON Members = 33 (All Merged in 2012) • DeLCON Merged all the Phases in the Year 2012. • (2013) • Replaced Biotechnology Industry Research Assistance Programme (BIRAP)’ with National Institute of Animal Biotechnology, Hyderabad • National Institute of Animal Biotechnology (NIAB), Hyderabad is a New DBT Institution recently established at Hyderabad.

PRINT JOURNALS & PRINT SUBSCRIPTION • No Print Journals Under ‘DeLCON Consortium’ • Stopped Print Journals by DBT Institutions, So, avoided Duplication and saved Money • Maintaining Print is not compulsory for DeLCON or Member • Freedom to DeLCON Members (DBT Institutions) to go for print (Individually) on Deep Discount Pricing, if they want, separately from DeLCON • Adjustment (or refund) of Paid subscription by DBT Institution were taken care by DeLCON during the subscription in the year 2009.

  25. FREE TRIALS • Minimum Three to Six (3-6) Months Free Trials Were Compulsory for all the Publishers • All DBT Institutions (Phase-I, Phase-II & Phase-III) experienced at least 3 months Free Trials Access for each of Journals, which were covered under DeLCON.

  28. PAYMENT ISSUES • Payment in ‘Foreign Currency’ to ‘Foreign Publishers’ or actual publisher only. • Credit Periods for Payment  180 days • No Late Fees & Interest on late payment • All the payment via Wire Transfer / Bank Transfer directly to original / actual foreign publisher

  29. OTHER ISSUES • One Remote Username and Password (Off Campus Access) for Each of Member for travelling Scientists • Administrative Password to Consortium Manager • Possibilities to exchange (close / replace) Journals which are not useful.

Criteria for Selection of ‘DeLCON Journals’ • Selections based on usage / suitability of e-resources to DBT Institutions. • Nodal Officer’s Feedback & Requests • Minimum Recommendations of 3-5 DBT Institutions • Recommendations of DeLCON Expert Committee • Based on Funds Availability. • Terms and Conditions should be suitable with Publishers • Perpetual Access & Back Volumes access • Publishers Discount offer and Negotiation.

  41. NEW UPDATES under ‘DeLCON Consortium’ DeLCON Consortium Completed 4 Years (2009-2012) successfully. All the Phases of DeLCON (such as Ph.I, Ph.II & Ph.III) are now merged as a Single ‘DeLCON Consortium’ from 2012. DBT has re-constituted the ‘DeLCON National Steering-cum-Negotiation Committee’ in 2012.
