  1. N C R M P Phase-II, Project Steering Committee Meeting Quarter ending September, 2016.

  2. NCRMP Ph II • States : Goa, Gujarat, Karnataka, Kerala, Maharashtra & West Bengal. • Project Cost Rs 2361.35 Cr. • Project agreement signed on 11th August, 2015 & after due legal vetting effective from 9th November, 2015. • Date of completion 31st March 2020.

  3. Agenda item No.(a):Status of Staff Goa : Engagement of MIS Specialist & IT Specialist under process. For rest , ToRs have been sent to World Bank seeking clearance. Gujarat : M/s. KPMG has been engaged as Project Management Consultant (PMC). Design & Structural Consultant (DSC) also engaged. Karnataka: All posts filled except Procurement Specialist which shall be filled up by end of December, 2016. Kerala : Construction Manager , Environment & Social Specialist , Community Mobilisers, Finance Manager and Office Manager already in place. Rest to be appointed by December,2016. Maharashtra : M/s KPMG finalized as Project Management Consultant (PMC) . Procurement / Environment Specialist already in place. Rest to be filled up shortly. West Bengal : All posts filled except Social Management Specialist for which applications have been received and are under process.

Agenda Item No.(b): Component –A(EWDS) • PMU,NCRMP,NDMA cleared the ToR of West Bengal and also shared with other States to follow in the same line with minor modification ,if required , as applicable to their respective States. • Goa: ToR for engagement of Consultant cleared by both NDMA & World Bank. However , inclusion of this activity in the STEP platform be done before inviting EoI. • Gujarat: GSDMA sought modifications in Technology option which were referred to M/s TCIL. Based upon TCIL input , NDMA response was sent to State. Revised concept note awaited from State. • Karnataka: SPIU, Karnataka has sent revised ToR for hiring consultant for EWDS to PMU, NCRMP & World Bank on 05.12.2016 . The same has been examined by PMU, NDMA and observations sent to Karnataka on 09/12/2016. Reply from SPIU, Karnataka is awaited. • Kerala: State has decided to engage TCIL as Consultant for implementation of EWDS. Necessary ToR , Techno-commerical proposal with single source justification awaited from State.

  5. Agenda Item No.(b): Component –A(EWDS) • Maharashtra: State to engage M/s. TCIL as Consultant. ToR in this regard under preparation. • West Bengal: ToR for Consultant cleared by NDMA and asked State to obtain World Bank concurrence.

  6. Agenda item No.(c): Comp.-B(CRMI) Goa • MPCS (20 Nos.): 15 sites for MPCS finalized. Architectural Drawings cleared by World Bank ; Structural Design along with DPR of 3 MPCS submitted to World Bank for approval. No Environment clearance required. • Roads : (30 Kms): 02 sites identified of 2.25 Kms.Length. Environment clearance not required. More Roads shall be identified if required. • Saline Embankment : 2 (30 Kms) : DPR of Diwar Bund to be resubmitted to World Bank incorporating observations. • Underground Cabling : 25 (Kms) Site for Underground Cabling identified at Anjuna Beach. State Electrictity Department entrusted to prepare DPR and execution of work.

Agenda item No.(c): Comp.-B(CRMI) Gujarat • MPCS : 128 Nos. : (72 MPCS shall be of 550 capacity and 56 MPCS of 800 capacity). 30 under execution. 09 under Bid evaluation, to be awarded by January,2017. For 20 sites tender to be floated by January, 2017. 29 sites tender to be floated by April, 2017. For 36 sites, Land issues being resolved by January, 2017. 04 CRZ clearance in process, to be cleared by December,2016. • Roads (43 Nos.) : 20 Roads completed. Out of balance 23, Work order for 10 Roads issued, 13 Roads under Contract award process. • Underground Cabling (UGC) : DPR for UGC of Gandhidham City has been approved by World Bank. Short listing of firm for EIA/SIA study completed and RfP shared with short listed firms.

Agenda item No.(c): Comp.-B(CRMI) Karnataka • MPCS (11 Nos.), Roads (110 Kms), Bridges (3) & Saline Embankment(10.46 Kms) : Model DPR incorporating EMP prepared for Harikudru Road and Thekkate MPCS and uploaded in STEP platform of World Bank seeking approval. Preparation of DPR for Bridge and Saline Embankment for Manikatte under process. Kerala • MPCS (27 Nos.) : Architectural Drawings for 06 Sites prepared, 03 submitted to World Bank; 02 Drawings approved. Structural Design & DPR under preparation.07 MPCS require Environmental clearance and case referred to Kerala Coastal Zone Authority for clearance.

Agenda item No.(c): Comp.-B(CRMI) Maharashtra • MPCS (13 Nos.):Model DPR of Saitwade MPCS submitted to World Bank. • Saline Embankment (50 Kms.):Model DPR and design approved technically by World Bank. CRZ Clearance obtained. EIA/SIA study under process. Tender to be floated incorporating EIA/SIA report by February, 2017. • Underground Cabling (130 Kms.):Contract awarded for EIA & SIA study for Underground Cabling work/Saline Embankment, micro-level consumer study for Underground cabling. CRZ clearance awaited for Alibag, Ratnagiri and Satpati towns.

  10. Agenda item No.(c): Comp.-B(CRMI) West Bengal • MPCS(150)- All works of MPCS awarded. Work started on 139 Sites, 05 Sites work will start after dewatering, 03 sites are awaiting shifting and 03 sites dropped due to non-availability of land. • Underground Cabling (UGC)(60 Kms)- DPR to be resubmitted to World Bank after minor modification.EIA/SIA study for this work under progress by Anna University.

  11. Agenda item No.(d) : Component –C (Technical Assistance) • Draft ToR for Multi-Hazard Risk Assessment study under Phase-II was shared with the World Bank for their comments/concurrence. World Bank has asked to hold back the same till the HRVA study entrusted to M/s RMSI Pvt. Ltd. is completed. • All Phase-II States to form MPCS Maintenance & Management Committees with Bye-laws.

  12. Agenda item No.(d) : Shelter Level Training • A comprehensive shelter level training programme has been shared with all NCRMP-II States as a model. States have to customize it as per their requirement • All States under Phase-II yet to prepare their Training Plan along with Budget requirement and send the same to PMU, NCRMP,NDMA.

  14. Agenda item No.(e) : Status of UC/IUFR • IUFR received up to September, 2016 submitted to World Bank .IUFR report consolidated expenditure of 215.82 Cr .(GoI + States) • Rs. 120.90 Cr.(GoI share) has been disbursed by the World Bank against the claim submitted till June 2016.

  15. Agenda item No.(f) :Status of External Audit for FY 2015-16 Goa : External Audit completed by AG Office and Audit report received for FY 2015-16. Karnataka : External Audit completed by AG Office and Audit report received for FY 2015-16. Gujarat : Chartered Accountants appointed as External Auditor. Audit yet to be performed for FY 2015-16. Maharashtra,Kerala,West Bengal: External Audit yet to be performed by respective AG Offices for FY 2015-16

  16. Issues / Concerns • Delay in appointment of staff- Goa. • Delay in Finalization of DPRs- Karnataka, Kerala, Maharashtra, Goa. • States not likely to award any work in next 3 months- Goa, Kerala, Maharashtra, Karnataka • Large unspent funds available with less expenditure- Goa, Maharashtra, Karnataka, Kerala
