What is a population Census • ‘ A population census is the total process of collecting, compiling, evaluating, analysing and publishing or otherwise disseminating demographic, economic and social data pertaining at a specified time, to all persons in a country or in a well-delimited part of a country’

Why the Ghana 2010 Census - TO • Adhere to the 10-year periodicity • Build capacity – GSS Staff, Media and Others • Know the trend of our population size • Establish a credible and reliable Sampling Frame • Create Employment ( From Demarcation to PES) • Know the Total Population (M/F, Chn, ) • Know the Housing Stock and Conditions

Why the Ghana 2010 Census CONT’D • Use for General Planning • Use for Policy Formulation, Implementation, M & E of National and International Frameworks (NHIS, SFP, NIP, GPRS and MDGs) • Use for Electoral Commission’s work (Creation of new Districts & Constituencies) • Use for NGOs, CSOs, The Media; MDAs • Use for Research by Universities & Research Institutions (CEPA, IEA)

  8. Why the Ghana 2010 PHC CONT’D? The 2010 PHC will; • provide the country with up to date demographic and socio-economic characteristics at the national, regional and district levels • give the total number and key characteristics of persons and housing types in every Ghanaian town or village; • afford the country with the opportunity of revising its electoral areas and constituencies • provide an up to date sampling frame for the country

Why the Ghana 2010 Census CONT’D • provide data that can be used to track the progress of the poverty reduction programmes and the tracking of the progress towards the achievement of the MDGs • provide data for measuring the success or otherwise of national development programmes such as the National Identification System and the National Health Insurance Scheme (NHIS). •  provide results that will be a critical reference to ensure equity in the distribution of resources

  10. Why the Ghana 2010 PHC cont’d • The census information will assist Central Government, Regions and District Assemblies in planning their various educational, health, housing and other socio-economic services

Main Enumeration (enumerating entire population using about 45,000 field personnel) • Preparation of Census Project Document including a budget • Establishment of the National Census machinery • Capacity Development • Development of questionnaires and manuals Cartographic work: -updating Enumeration Areas (EAs) nationwide) Testing instruments (questionnaires& manuals) and procedures (Pretest and Trial Census) • C. Post Enumeration Activities • Data processing • PES • Writing analytical reports • Produce publications and dissemination data Using traditional and modern (GIS) methods

  12. Census Coverage The 2010 PHC is • a De-facto count • to cover all persons and living quarters within the borders of Ghana • including • all infants, children, sick as well as the mentally challenged

Census Coverage (cont.) • Field personnel will visit every house or compound, as well as any other building such as a school, a store, container, kiosk, etc. **Some people sleep in their stores ,kiosks, shops, etc • Systematic method of enumeration.- to avoid omission or double counting of houses/persons

  16. 2010 PHC Questionnaire & Topics Development of census questionnaire has involved • Reviewing topics investigated in previous censuses and surveys • Taking into consideration the UN Principles and Recommendations for Population & Housing Censuses • Discussions with cross-section of stakeholders • Reviews by the National Census Secretariat, National Census Technical Advisory Committee (NCTAC) and consultants on the Census
