WA DOC Strategic Plan • OBJECTIVE: Increase community capacity to assist in successful offender re-entry • STRATEGY: Engage community stakeholders, partners, and offender families in the reentry Initiative • ACTIVITIES: • Collaboratewith other agencies, public, private and non-profit organizations and community groups to link our common clients (offenders and families) to community resources; target our collective investments to services that support successful offender re-entry • Continue to provide interactive family centered approaches and Programs • PERFORMANCE MEASURES: • Number of community (private and public) partnerships developed and/or sustained, having effective collaboration and results recognized • Number of services and activities provided which assist offenders’ families in re-entry readiness 2005

LegislationSenate Bill 6157 and House Bill 1422 Support: • Development of inter-agency committees to enhance re-entry collaboration • Family Needs Assessment • Family reunification when appropriate • Wrap-around family programming • Parenting education • Family economic stability • Reduction of recidivism and intergenerational incarceration

Predictive analyses confirmed that respondents with family support before prison were less likely to be reconvicted after release, and those with negative family relationships were more likely to be reconvicted or re-incarcerated. Family Involvement with Incarceration • A majority of both fathers (57%) and mothers (54%) in State prison reported never having a personal visit with their children since admission. • Over 60% of parents in State prison reported being held over 100 miles from their last place of residence • 1.5 million children in the U.S. had a parent in prison in 1999 – today over 2.4 million children in the United States have a parent under supervision.   7. In a 2006 survey conducted by Pacific Lutheran University with the cooperation of the Department, Kathleen Russell, Ph.D., MSW, estimated that there are as many as 27,000 children in this state with parents under confinement in prison.

RE-ENTRY TEAM 5 “FAMILY MATTERS” ACTION PLAN - COMMUNITY5/23/07 – 3/31/08 • Develop job descriptions for Community Corrections • Family Specialists (2) • Establish (2) CCS positions and the Transition Specialist for Family Services • Establish (2) CCS positions • Recruit and hire new CCS (2) positions for Community and Transition Specialist • Develop statewide curriculum such as: Parenting Violence Prevention/Parenting Parent-Teacher Conferences • Develop performance measures and method of tracking (RPM) for CC • Evaluate & Assess proposal for Family Services Committee • Establish funding for training for CCO’s and reentry specialists • Establish the statewide community corrections family program Strengthening Families • Train facilitators for Strengthening Families

RE-ENTRY TEAM 5 “FAMILY MATTERS” ACTION PLAN - PRISONS5/23/07 – 3/31/08 • Develop Correction Specialist 1 and Office Assistant 3 position descriptions • Complete a review and revise PDF’s for current CIPC/CPPC’s • Review position descriptions submitted and signed off by Superintendents • Establish (5) CS1 and (5)OA3 positions • Recruit and hire new CS1 & OA3 positions • Develop job description for CS3 to support OJJDP mentoring project • Recruit & Hire CS3 OJJDP if grant secured • Identify statewide curriculum continuum such as: Parenting Violence Prevention/Parenting Parent Teacher Conferences • Develop performance measures and method of tracking (RPM) for Prisons • Train and develop CS1’s and OA3’s Goal of Positions Future Direction RPM
