  6. Why Passenger Rail in Iowa Now? • Change in National Focus • Amtrak – new emphasis on intercity initiatives • New congressional support • Rising energy costs • Increased Congestion- Highways and Airways • Environmental benefits and climate change concerns

Iowa’s Passenger Rail DRAFT Vision Vision: Intercity and commuter passenger rail service should be an integral part of Iowa’s intermodal transportation system Mission: To develop a passenger rail network that provides affordable transportation options for business, tourism, and personal travel for the citizens of Iowa This rail passenger network will: • Connect major cities of Iowa to each other as well as to regional trade centers outside of Iowa. • Maintain cross country long distance routes served by Amtrak. • Link Iowa to other rail passenger corridors. • Provide transportation options to driving or flying for passengers in Iowa. • Serve major metropolitan areas. • Serve diverse constituency and ages (universities, elderly, business travel, recreational travel). • Provide intermodal connections to transit and airports.

  8. Iowa DOT Initiatives • Partnering with Amtrak, Illinois DOT and Dubuque to study new service between Dubuque and Chicago • Partnering with Amtrak, Illinois DOT, Quad Cities, Iowa City, and Des Moines to study new service between Des Moines and Chicago

Iowa DOT Initiatives • Updating a freight and passenger long-range Rail Plan to position Iowa to apply for federal funding • Creating a Passenger Rail Advisory Committee to provide input to the Rail Plan and a proposed passenger rail program • Leading a Regional Development Group on the proposed Amtrak Intercity Routes

Iowa DOT Initiatives • Continuing to work with Midwestern states to develop a regional passenger rail system Midwest Regional Rail Initiative (MWRRI) • Formed in 1996, Iowa participates with eight other Midwest states: Illinois, Indiana, Michigan, Minnesota, Missouri, Nebraska, Ohio and Wisconsin • 3000 mile passenger rail system radiating out of a Chicago hub

  12. Iowa DOT Initiatives • Participating in States for Passenger Rail Coalition and AASHTO Standing Committee on Rail Transportation • Funding needs • Equipment issues • Host railroad and freight interaction • Multi-state services

Local Initiatives • Working with Iowa DOT and legislators to advocate passenger rail • Including passenger rail in local long range transportation planning efforts • Participating in local rail coalitions • Studying rail station locations • Providing letters of support for the Amtrak feasibility studies • Forming Amtrak Community Working Group – Long Distance Routes

Legislative Initiatives • 2007: Iowa created legislation to join the Midwest Interstate Passenger Rail Commission (MIPRC) • Promote development and implementation of improvements and long-range plans for intercity passenger rail service in the Midwest • Coordinate interaction among Midwestern state officials, and among the public and private sector at all levels (federal, state and local) • Support current state efforts being conducted through state DOTs

Other State’s Investments • Illinois:Expanded levels of service in October 2006, resulting in large increases in ridership • Doubled operating investment to $24 million in 2007 • Chicago-Carbondale: added 1 train daily • Ridership: FY 07 228,695 • Chicago-St. Louis: added 2 trains daily • Ridership: FY 07 408,807 • Chicago-Quincy: added 1 train daily • Ridership: FY 07 169,258

Other State’s Investments • Wisconsin: • Invested over $6 million in 2007 for operating support • Milwaukee to Chicago: • Ridership: FY 07 595,336 • 95 % on-time performance • Texas/Oklahoma: • Invested over $3.9 million in 2007 for operating support • Oklahoma City to Fort Worth • Ridership: FY 07 68,246

Federal Funding and Legislation • Intercity Passenger Rail Service Program- 2008 Omnibus appropriations bill provides $30 million capital program for the states • Amtrak Reauthorization: S. 294 passed Senate in fall 2008, House is considering Passenger Rail Investment and Improvement Act of 2008 (H.R. 6003) • National Surface Transportation Policy & Revenue Study Commission • Proposes $8.1 billion annually over 44 years for passenger rail development, primarily to develop "new and enhanced 'regional service' in high growth intercity corridors." (Ch. 4, pg. 20) • Recommends Intercity Passenger Rail Program be one of ten proposed program areas
