  1. November 30, 2017TACUpdate to COPS Michelle Trenary January 17, 2017

  2. TAC / TAC Subcommittee Structural and Procedural Review • Direction from the Board received to combine RMS and COPS • ERCOT staff and leadership of TAC, WMS, COPS and RMS had a call to exchange ideas and discuss options • Bob Helton took the results of the discussion and created a presentation • Subsequently, Bob Helton met with Kenan Ogelman and Mark Ruane and they created a slide which includes existing and potential scope content for a combined Subcommittee, as a starting point • New Subcommittee leadership and members will determine the structure, e.g. Quorum, Voting and Working Groups, and create documentation • TAC to vote January 25, 2018 2

  3. PRS Update • NPRR834, Clarifications for Repossessions of Congestion Revenue Rights (CRRs) by ERCOT, Effective Date: January 1, 2018 Approved • NPRR839, Clarification of ERCOT forwarding of Consumption and Other Data, Effective Date: January 1, 2018 Approved • NPRR843, Short-Term System Adequacy and Ancillary Services (AS) Offer Disclosure Reports Additions, Effective Date: Upon system implementation, Priority 2018, Rank 170 Approved • NPRR846, Allow Previously Committed Emergency Response Service (ERS) Resources to Participate in Must-Run Alternative (MRA) Agreements and Other ERS Items, Effective Date: Upon system implementation Approved 3

  4. PRS Update (Cont.) Revision Requests Previously Tabled at TAC • Appeal of NOGRR149, Revision to Definition of Transmission OperatorTabled until the February 2018 TAC Meeting • NPRR815, Revise the Limitation of Load Resources Providing Responsive Reserve Service (RRS), Effective Date: Upon system implementation, Priority 2018, Rank 2070 Approved • NPRR825, Require ERCOT to Issue a Direct Current Tie (DC Tie) Curtailment Notice Prior to Curtailing any DC Tie Load, Effective Date: Upon system implementation, Priority 2018, Rank 2090 Approved • VCMRR019, Verifiable Cost Process Clarification, Effective Date: December 1, 2017 Approved 4

  5. COPS Reports IDR Meter Read Problem Statement • Approximately 24 percent of ERCOT Load meter data is not available for Initial Settlement • After discussion, TAC Leadership assigned COPS the following action item: “Review submission of TDSP read meter data for Loads with Interval Data Recorder Meters and Non-Modeled Distributed Generators with Interval Data Recorders prior to Initial settlement of an Operating Day” • Next steps: • Take up at CSWG or create a small Task Force to analyze and review options, followed by a work shop for additional input? 5

  6. ERCOT 2018 Ancillary Services Methodology Endorsed • Proposed two changes to the Non-Spin Reserve Service quantities: 1. Include solar generation and solar forecast in the calculations for Net Load and Net Load Forecast, i.e. include effects of solar in Net Load Forecast error and Net Load up ramp risk calculation 2. Include an adjustment to account for additional over-forecast uncertainty from projected increases in installed wind capacity Freeport Master Plan Project RPG Report Endorsed • Bridge the Gap Transmission Upgrades, $32.3M estimated cost • Long-Term Transmission Upgrades, $214.4M estimated cost 6

  7. ERCOT Process for Implementing Protocol Changes for New RMR Substantive Rules • PUCT Project #46369, Effective January 1, 2018 • ERCOT staff will create the needed NPRRs South Plains Project Update • Proposed project to build a 345kV transmission line out of the Texas Panhandle along with a synchronous condenser for an estimated $250M • Project was evaluated based on economics, but did not meet the economic criteria • There are overlaps, however, with the Lubbock Project that is coming, therefore ERCOT will re-evaluate in 2018 7

  8. ERCOT Monthly Operational Overview Slides for the Board • ERCOT presented two proposed changes to clarify a slide included in the monthly reports provided to the Board • Change the Day-Ahead Schedule (Hourly Average) slide to include only the DAM net flow at Load Zones, include only the DAM net flow for QSEs with RTM load, and calculate the ratio of DAM net flow at Load Zones for QSEs with RTM load compared to RTM load • Change to further restrict the DAM net flow to only those specific Load Zones in which a QSE has RTM load The “Proposed Updates to the Monthly BOD Material on DAM net Flow vs. Real Time Load 112117” presentation may be found at: http://ercot.com/calendar/2017/11/30/107887-TAC 8

  9. ERCOT Changes to ERCOT Business Practices based on Non-voting Stakeholder Group Discussions • A TAC Member expressed concern that there are changes being made to ERCOT Business Practices based on non-voting Stakeholder group discussion and that communications about these changes do not follow a standardized process • TAC Leadership requested that the WMS discuss the process and determine how to provide better transparency 9
