  1. Tri-Agency Data Sharing by Joel Asunskis, P.E. Hydraulic Engineer/Data Manager Water Control Management St. Louis District U.S Army Corps of Engineers 14 November 2006

  2. Why Should We Share? • We all seem to be disseminating the same type of information. • Consistency is the key…. • We all have different reasons for needing and using the data • Need to have the most up-to-date and accurate information

  3. Data We Currently Share Preliminary Forecast Data And Observed Measurements

  4. Data We Currently Share L&D Observed Measurements and Gate Settings

  5. Data We Use….. NWS WFO Forecast Data 5 –day Forecast And Crest Forecasts

  6. Data We Use…. Flash Flood and Flood Statements

  7. Data We Use…. Severe Weather, Zone, and Short Term Forecasts

  8. Data We Use…. Winter Storm Watch, Tornado, Sever Thunderstorm Warning, etc…

  9. Data We Use…. Storm Total Precipitation and Radar Coverage

  10. Data We Use…. Quantitative Precipitation Forecasts (QPF)

  11. Data We Use…. Seasonal Drought Outlook

  12. Data We Use…. Temperature and Precipitation Probability

  13. Data We Use…. Spring Flood Outlook

  14. Data We Use…. Rating Curves

  15. Corps Water Management System (CWMS) Scope and Goal • USACE corporate AIS for water control decision support. Real-time 24/7 dedicated system. • Provides management of hydromet data and forecasting models through a single interface. • Modernized Technology • Oracle Database • Client-server architecture for network implementation

  16. Model Interface

  17. Old WCDS

  18. CWMS DataSystem

  19. Alarms and Data Reports (Blackberry) • Encoded Messages that can signal alarms • Multiple Browsers for both internal and external application • Secure Connection Through FIREWALL • Color Plot Capability • Inexpensive SSH software for remote server management ALARM!!! Beep! Beep! Level 1 Encoded Message BlackBerry Browser

  20. What MVS Can Offer… • All of the rest of the L&D Gate Settings • Getting 24 and 25 (Can Add Mel Price, Chain of Rocks, and Kaskaskia Nav) • Reservoir gate Settings • Actual Reservoir Discharges (Not just Forecasted) • Lake Crest Forecasts • Lake Inflow Estimates and Consensus • Mississippi River Stage Forecasts

  21. Status of Products Received • Currently get all warning text messages as events arise from their respective WFO offices • Graphical products (Spring Flood, Precipitation and Temperature probability, and QPF) taken from NCRFC website

  22. Status of Products Received • Forecast Data • Receive products from both RFC and WFO offices • Frequency • KMSR, KORN, KKRF (RFC): • 2 forecasts daily in SHEF format. • Crest Forecast when pertinent (shef encoded). • Additional forecast results on request. • WFO: PAH, LOT, ILX • 2 forecasts daily in SHEF format. • Crest Forecast when pertinent (shef encoded). • WFO: LSX • 2 forecasts daily (shef format on morning only). • Crest Forecast when pertinent (statement only).

  23. Status of Products Received • Rating Curves • Pulling data successfully from national site • http://waterdata.usgs.gov/nwisweb/data/exsa_rat/*.rdb

  24. Potential For Improvement • RFC OR WFO – Which is the official forecast? • Currently assumed to be WFO • WFO puts out daily - RFC puts out 6-hr incremental forecasts • Forecast Data From WFO • Would Like All Information put out in Hydrologic Statement (RVS) also available in SHEF format (RVD) • All forecasts available in SHEF format (RVD) • Crest Forecast when pertinent in SHEF format (RVD)

  25. Potential For Improvement • Rating Curves • Difficult to track changes and adjustments • How about a field called DATETIME_CREATED that will have the date of last change • How about just update the individual Rating Curves as changes are made • Need instruction on how to find date changed and apply shifts # //RATING_DATETIME BEGIN=20041001000000 BZONE=CDT END=20050930235959 EZONE=CDT AGING=A # //RATING_DATETIME BEGIN=20051001000000 BZONE=CDT END=23821230180000 EZONE=CST AGING=W # //SHIFT_PREV BEGIN="20061005091500" BZONE="CDT" END="--------------" EZONE="---“ # //SHIFT_PREV STAGE1="1.00" SHIFT1="0.25" STAGE2="4.00" SHIFT2="0.00" # //SHIFT_PREV COMMENT="hold avg.shift" • The national site is great but still relatively new… • Can we get more focus on its improvement • Continued support and enhancement will provide benefits to both USACE and NWS
