MIGEPROF: Family & Protection • Established the National Children Commission that includes ECD promotion in its mandate • MIGEPROF has planned (2012-2013) to review the Family Policy to include ECD as integral part of the policy • Plans to integrate ECD in family performance contracts • implementing the joint action plan to fight malnutrition, under 5 years and pregnant women. collaboration with MOH,MINEDUC,MINAGRI,MINALOC and other Institutions. • Last year (2011) MIGEPROF has transferred 7,000,000 Frws to 5 Districts (Kirehe, Nyagatare, Bugesera, Nyabihu and Kirehe) to support ECDCs. • Has established Child protection Committees at cell and Sector levels

MINEDUC: Pre-Primary Education • Improving quality by establishing ECD Model Centers : 30 centers (1/district), has earmarked Rwf 10,000,000/ district • By next year, ECD will be part of Education system, by integrating ECD department in Kigali Institute of Education (KIE) and Teacher Training Collages (TTCs) for pre-service training • Provides teaching and learning materials for pre schools through Rwanda Education Board (REB) , Curriculum Department) • Monitor& Evaluates quality of pre schools • Carries out regular in-services training for caregivers/pre-school teachers • Leads the National ECD Task Force to support coordination of ECD programmes country-wide

MINISANTE: programs for Under5 • Ante-natal consultations • Regular neo-natal care: immunization, complementary feeding • Established community nutrition programs for the elimination of stunting and all forms of malnutrition. • Combatting childhood killer diseases in the community. • Institutionalization of Mother and Child Health Week • 4 Community Health Workers per village dealing with issues including maternal health and childhood illnesses.

MINALOC: decentralized issues • Manage and Oversee the Implementation of ECD Programs at cell, sector, districts levels • Mobilization (i.e. 2008 campaign) • Provide land for ECD centers construction • Districts included ECD in performance Contracts • Pro-poor income generating community works HIMO, ubudehe that helps parents to meet children needs and through VIUP program • Integrate ECD centers in new Grouped Agglomerations (imidugudu) • Birth registration & legalize marriages in sectors

  6. MININTER: PROTECTION • Rwanda National Police introduced GBV through Isange One Stop Center for protection and treatment of abused children • Community Policing Programme to prevent all forms of abuse against children& mothers • National Correction Services introduced daycare centers for under-three children with detained mothers
