  4. Mergers of municipalities in Finland, and Sastamala A committee reforming local governance in Finland recommended bigger cities already in 1894. However, the first merger (fusion) was done in 1934 (Kyyrölä and Muolaa). The number of municipalities in Finland was on its highest in 1940s, over 600 bodies. After that the amount has been dropping, and now we have less than 400 municipalities. There were some mergers of municipalities in current/present Sastamala city also before this big fusion. In 1973 Karkku and Tyrvää were attached to Vammala, Kiikka and Keikyä united in 1981 and Suodenniemi joined with Vammala in 2007. Reform in municipalities and service structures has financially supported municipalities to merger. Sastamala youth council 2010

Merger of municipalities • Finland’s government (Ministry of Finance, department of municipality affairs) started reform in municipalities and service structures (PARAS) in 2007 • PARAS-reform supported municipalities to fusion, and Suodenniemi joined Vammala at the beginning of 2007 • In the late 2007 started a fusion account about the new city, and fusion came true in 2009 Sastamala youth council 2010

What changed? • More and better services, but part of them farther (the smallest schools were closed after merger etc.) • Youth participation has deepened especially in northern and western areas • Bigger area, juxtaposition and contrast between corners and centres? • Lots of new things to learn, for inhabitants, city staff and elected official Sastamala youth council 2010

Sastamala youth council- history • Vammala city has been a pioneer in youth involvement/participation in municipality scale in Finland • Vammala and Mouhijärvi youth councils were founded in the early 2000s • Äetsä got its council in 2008, and it continued as one of the regional youth councils in Sastamala Sastamala youth council 2010

Sastamala youth council - structure • The city is divided to three parts, borders approximately as past municipalities • Three different youth regional councils (one in every part of city) • Northern=Mouhijärvi, Suodenniemi and Karkku • Southern=Vammala • Western=Äetsä • Every regional council choices few representatives to youth council • Youth council is the leading youth organ in Sastamala Sastamala youth council 2010

Some other ways to participate in Sastamala as a minor • Student bodies in every school from lower school to high school • Summit meeting for lower school student bodies once a year • Free youth forums, culture forums, free time clubs etc. • Public youth work organized by Sastamala city education process Sastamala youth council 2010
